Look at the helpful tips & posting guide, and provide your hijackthis and CoHhelper logs. "fast system" don't mean jack without the specs and up-to-date drivers to back it up.
If I had to guess, however, I'd say you - as a returning player - have a number of the ultramode settings higher than your system can handle. Try turning ambient occulsion way the heck down/off. That was the main culprit for my system.

Avoid Ultra mode and switch to Atari 2600 mode. And/or buy more Ram. Ram solves everything.

Agreed. It's probably not network lag. Is your HDD running when you go into Praetoria? If so, it's probably lag caused by disk caching.
- Buying more RAM can help (computer will need to swap less between RAM and the HDD) , but if you have only a 32-bit OS, you can only use up to 3.2 GBs.
- If your mobo supports 3Gb/s SATA interface, that's also an option (faster seek/ retrieve times reduce HDD lag).
- Otherwise, don't use Ultra Mode - this will reduce the amount of textures required when you travel.

Rofl... You haven't seen lag until you team with an Electric Control. My Elec/Kin will have you suffering seizures.
Except in situations where there are a lot of things happening at once, I get almost no lag of my own. There are those times when the server seems to stall but other than that I get an average of 1-2 crashes in any given day (which seems to be a problem with the server/game).
Oh, and I run on a Dell Inspiron 1525. Not exactly the most high-end gaming laptop. So, whatever your problem is... it's on your end not the server.

But the insane server lag has ruined it for me. What's the heavy load for this server? 3 players on at the same time? Triumph is a dead server and there's server lag? I'd hate to see what it is on Freedom.
I'll step out and bring the load down to two players, hopefully that will drop the lag. Good luck!
