Electric Control, what to pair with it

Yea it really seems like all the +end will help Rad with all the toggles.
My only complaint about Elec/Rad is the visuals. After dumping both debuff toggles and laying down Static FIeld I can't see crap.

Because Electric has a PB AoE toggle power, it is a set that works well with Choking Cloud -- like Fire and Ice. Immob+EndDrain+Choking Cloud = entire group incapacitated. Also, like Fire and Ice, Elec has a Targetted AoE power to handle the alpha, before running in with the above combo. (Actually, Elec has two in Static Field and kind of in the chaining confuse.)
Plus, the combo of AoE Immob + Radiation Infection is almost a hold.

I think the best secondary for Electric Control is Radiation.
Electric Control definitely rewards being in among the bad guys. You've got the point blank endurance sapping/transfer toggle (and I wonder if the chance for stun proc would help here), and your pets more or less live in melee range, and you have the chain confuse power which clumps things up because they want to fight other. That gives so much reason to move into melee. Also, the sleep is up so often that its not entirely a bad idea to drop that on the group you are fighting as well just for more stuff to befuddle their AI, and then stand on top of it. Electric Fences can keep them from wandering. I dunno, its just melee-centric.
From Radiation, you've got a point-blank heal (Radiant Aura) that helps you and the imps survive in melee range. You have a toggle debuff to make foes miss, which makes your survival odds in melee higher. Accelerate Metabolism is a point blank buff which is perfect if you are going to be in melee, and it may give the Imps a damage boost (no longer gives recharge boost to pets). EM Pulse is also a point blank hold for emergencies, and since the point blank end drain from Elec Control is free, you might have an additional way to deal with the -recovery loss. Also, I'm not sure if the -resist from Enervating Field would help with damage procs in Choking Cloud, but that might be another synergy. Plus having the long recharge AOE hold in both the primary and the secondary gives a good reason to take both.
Finally, I think that the Earth Mastery set would be beautiful to combine with them. You have a massive single target punch which hits like a train and would be beautiful in melee. Then you have Fissure which is a very fast short range AOE that is perfect in or near melee range. It also has a chance for stun, which gives you more control especially with lots of recharge. Also you've got a hit point buff to help you in melee. Plus the earth epic armor is ugly but very nice for helping you survive in melee range against all the smashing/lethal that could potentially come your way.
Basically, Electric/Radiation/Stone is just about the best combo going, in my opinion.
Now, I'm also interested in /Force Field for the mez protection, and to a limited degree /Sonic for the mez protection and the 2 sources of -resist (and in both cases the primary's end drain can help support your toggles). I think those will be good combos as well.
I also think /Trick Arrow will be cool for all the -resist, the stacking/alternating AOE holds, the slows, the knockdowns, etc, but it could be an awkward match for some (for those who view Trick Arrow as being best at range). I still like it.
Even though it will suck I'm bound and determined to level up an Elec/Storm (though I'll probably skip Tornado for the build).
But bottom line is that Elec/Rad/Stone is the way to go.

But then you'd have to be all evil and icky.
I do see that the end drain in Mu would be cool. The rest is pretty meh, IMO.

If I had to drop two, I'd drop Synaptic Overload and Electric Fence (singular).

But dont they break out of the sleep if you attack? Why is it so good?
I wouldnt drop anything from Electric except for Electric Fence. I would re-orient my thinking and my build around the idea of taking all the other 8.
The reason the Sleep is so good, btw, is that it is a pulsing sleep (just as Volcanic Gasses is a pulsing hold) and so it re-applies itself. So if you have things unable to leave the area (Electric Fences) and you sleep them and do damage, the sleep re-sleeps them really quickly.
Its an amazing power. The sleep is probably my favorite sleep in the game.

With a well slotted Conductive Aura you may not need Stamina. I suggest playing around without Stamina using your second build to see how it goes for you.
Also I am a big fan of single target immobs. They do the same damage as the ST hold but on half the cooldown, are Magnitude 4 (one shot containment on Bosses) and have a very long duration.
Don't count out Thermal. It has a lot of good support for Electric Control. Shields and Healing to help the gremlins stay alive and forge to beef them up. A huge -regen/recovery power and a rather nice AOE -res.
Since Thermal also has an AOE heal, it helps if your in melee with the melee toons. Granted RAD is the more powerfull debuff pairing. Still thermal brings a lot to the table to support electric control.
I paired it with Force Field. It's an ok combo with some advantages and disadvantages. The damage is predictably awful. But I can run Conductive Aura without worrying too much about mezzes, and the other toggles without worrying too much about Endurance. Also, because the secondary is so hands off most of the time I have time to mash the knockdown chain.

It was really thoughtful of the Devs to make the damage for the AoE Immob all up front damage rather than DoT, since the DoT would wake them up on the sleep patch for every tick of damage. Instead, they wake up when the power is applied, and then go back to sleep again. Furthermore, since the Aura does no damage, it does not wake up the foes, so you can drain their endurance while they stand there snoozing.
I have found Static Field to be one of the better AoE control powers in the game.
