I'm just guessing, but you either aren't from the US, or you haven't had a single history class have you?
Just to give you a hint of how unlikely this is, just go to Google and type in something like... Benjamin Franklin Statesman, or George Washington Statesman. Also, look up the definition of a Statesman. I think you'll be surprised to find that this term has been around... since... well, 1585.
He's talking about the character's name JE, Marcus Cole is the character mentioned at 3:48/49 and Statesman's real name is Marcus Cole.

It's not good enough for you to argue their points, you have to infer that they must be the stupidest pieces of **** on the planet.
You go out of your way to ridicule someone who may, or may not, have made a mistake, when off the top our head most of us can think of four things you emphatically stated recently that were outrageously inaccurate.
You're m.o. is making ridiculous sweeping statements, then NEVER supporting your assertions once you're called out on them.

I have certainly lived long enough to know what a statesman is, even though we haven't had that many here in the UK.
I love B5 personally and I'm surprised I didn't see it myself (especially as I've only just finished re-watching the whole thing recently) XD

To answer seriously, though, I'm not sure which came first. I'm pretty certain that Statesman was Jack Emmert's character, but how much of his backstory he was responsible for writing, I don't know. Sean Michael Fish (the original Lore master of COH) might know, or maybe Matt Miller - they've both been around long enough that they might be able to say.
I do know that a couple of folks have made the CoH/B5 jokes before - especially about wondering if we could stick Statesman into stasis for a couple hundred years or so.
