That is a total complete rip off. If I'm misunderstanding this, please let me know, but right now I'm thinking other games are looking much better now.
Consider this: What about the people that preordered thinking they would get ALL the GR content? That's called Bait and Switch and it is illegal.
Read the description, hun.... it's just the small items (costumes, emotes, etc.,.)

If you bought the Complete Collection (physical box or digital copy), you get the item pack (and a free month of time).
If you pre-purchased the expansion from NCSoft, it was explained in the initial announcement that there would be two versions: the expansion, and the complete collection. It was also explained in the announcement that there would be a separate item pack available to those who wanted to prepurchase, but also wanted the ingame goodies (minus gametime) that the complete collection provided.

So if you preordered, and bought the Item Pack, you'd save three dollars....

The regular Going Rogue is just the digital download. It doesn't come with a free month of gameplay, the item pack, or the game disc. What it DID come with was the ability to play Dual Pistols and Demon Summoning months early. If you pre-purchased, this is the version you got.
The Complete Edition is the only way to get a physical copy of the game, plus the free month, the item pack, etc....which is why it costs an extra ten bucks. If you wanted to buy the upgrade pack you're only spending another 7 bucks. This could not be purchased early, only pre-ordered, which means those who went this route only, like me, had to wait till launch day to get a copy.
If you thought you were getting EVERYTHING by pre-purchasing, you were the only one. They spelled it out numerous times since it was first announced. NCSoft can't be held responsible for a customer's lack of reading comprehension. There is no "bait and switch" going on.

Lose --> Did not win, misplace, cannot find, subtract.
One extra 'o' makes a big difference.

Pre-purchasers got it for $30 and we got dual pistols and demon summoning months ahead of time.
Pre-orderers could pre-order the $30 version (no items' pack) and get a free month or the $40 complete edition (with items') and get a free month for $40.
All of this has been on the Going Rogue FAQ for many months.

I'm sorry you got to play those two powersets months before GR came out.
I'm sorry that, even after the cost of the pre-order and the item pack, you're still paying a couple of bucks less than the Complete Collection.
I'm sorry you didn't realize this earlier when the info was originally posted by TheOcho and referenced on the Community Digest.
I'm sorry you've missed the forest for the trees. Really the only thing you've missed out on is free game time, but at the cost of playing to great powersets months in advance. I'd say that's a fair trade.

Pre-Purchase - Going Rogue ONLY plus early access to Dual Pistols and Demon Summoning and Beta access - $30(ish)
Complete Edition - CoH, CoV, GR, Free Month of game play and Goodie pack - No Pre-Purchase available - $40(ish)
Pre-Order - Complete Edition as above + pre oder bonus of special enhancements - Available through gamestop only - $40(ish)
Complete edition goodies - 2 costumes, 2 Aura Sets, some stances and a useless power - requires CoX to play (maybe also GR from reading above) - $6(ish)
All of this was made clear in the original announcement except for the cost of the CE goodies pack and the existence of the pre-order.
There was NO bait and switch.
I put ISH on the prices as I'm not 100% sure of the exact costs and am too lazy to check, but they're about right in US$. The CE was a better financial deal by about $8-$10 due to the free month but some people decided having the 2 sets early was of more worth to them. No one was tricked or ripped off and the CE goodies is actually cheaper than expected.
Not meaning to threadjack, but would it be a good investment to go ahead and get the box. I already have the pre-purchase, but I am missing one of my discs from the CoH/CoV combo box. I would like to have an easy re-install, should anything happen to my comp.

I find it fascinating that people come to mmorpg's and expect to pay a one off payment like it was a single player game that lasts 10 hours tops.

Pre-purchase: You paid full price (30 dollars) to have access to two powersets months before Going Rogue released. The rest of the game (Praetoria) could not be accessed until the expansion launched. You don't have to spend any more money to access the new content, except for the items that come with the Complete Edition, which wasn't available for pre-purchase. In order to upgrade, you spend an additional 7 bucks for the costumes, the auras, and the temp power. You trade a free month of gameplay and the ability to have a physical copy of the game for the ability to play powersets early. You also get an opportunity to get into Closed Beta at some point.
Pre-order: You put down money (how much depending on where you do it) to reserve a copy of the Complete Edition when it ships. You don't get access to the two powersets early because you aren't buying the game early, you're just reserving it. You don't get Beta access (unless you could get in a different way, such as Veteran status). You spent an additional ten dollars than the people that pre-purchased, but you get the free month and the item pack, and the disc.

Well, I guess it's your money, not mine. I really don't see the point in preordering ever again with this kind of policy.
As far as getting the two ATs ahead of time, I did on beta and it didn't cost me a red cent.
So the choice it, save $3 and place multiple orders, or pay $40 and get everything?
$3 isn't that big a deal. Heck the taxes are more than that.
I just think this was a bad policy to put in place. There's no good reason to seperate the items from it all. They could just as easily charged $37 up front for preorders and just told people they had to wait on some of the items.
This way is idiotic.

I preordered and enjoyed DP and DS for months prior to others who waited. What's that worth?
GR is here now, and I can enter Pratoria and play in the new zones, explore new maps, fight new enemies.
In a couple months I can get the collection, for 6.99, and have something new again to play with.
I think my way is best for me. And I still paid less than 39.99. Spread out the fun and savor it.
Sorry you're upset, OP. I don't share your pain. I have nothing to gain here by taking the fanboi route, I just don't see a problem.
