False. Respawn times make this pretty much impossible even if you got the zone caps worth of people inside.
Plus, if something like this were true it'd be on the Wiki.

I have always wanted a giant Mecha robot to rampage a level-appropriate hero zone at the completion of a Ernesto Hess task force. In addition, the completion of a Hami raid should spawn a giant jumbo-tron in Atlas (under the Atlas statue of course) announcing the amazing defeat of the Hamidon and a listing of the participant heroes. Confetti and cheering would be appropriate. They already have jumbo-trons in Grandville. And think of the propaganda opportunities there!
