I would like help from of the vets here on making a Scrapper.

I dont know if im considered a vet, but iv'e been playing scrappers for awhile now, and for your possibly first scrapper? I would say katana/Willpower will be a great start. Dual Blades is a very visually appealing set(not that katana is necessarily a slouch in that department) but the combos may distract from getting used to being a scrapper. Not only that, but katana's Divine Avalanche power adds some awsome defense to Willpower.
As for your secondary, Willpower is a fire and forget set. Meening, you basically just toggle up and smash your attacks buttons. With this great and easy mitigation paired with katana's added defense, you will really feel like a sturdy hero.

Go Katana/WP.
Hard to screw up a build like that. It's strong with just SOs so you don't have to worry about IOs and things like that until you're comfortable with them.
I'd take the following powers:
From the primary:
Gambler's Cut, Flashing Steel, Divine Avalanche (a must pick at level 8), Build Up, Lotus Drop, Soaring Dragon, Golden Dragon Fly
Slotting: 1 - 2 accuracy, 3 damage, 1 recharge or 1 end redux depending on how endurance expensive it is.
From the secondary:
Take all the powers except Resurgence (the self rez), Indomitable Will at 10, Rise to the Challenge at 16 and Quick Recovery at level 20 are must picks.
Slotting: 1 end redx and either 3 dmg resistance or 3 defense on powers. High Pain Tolerance - 3 heal / 3 dmg resistance, Rise to the Challenge 3 heal / 1 end redx, Quick Recover - 3 endurance mod
Pick a travel power, and take the fighting pool (boxing or kick, tough and weave)
Don't worry too much about slotting the build perfectly since Katana/WP has a lot of give in the build and it's hard to mess it up.
Honestly, if you have only been playing the game for a week or so, then I think your best bet is to simply play and experiment. Have as much fun as you can and learn by doing. Then, when you feel like you have all the basics down, and feel committed to a given powerset combination, take a gander through the forums. I mean, there really is NO reason at all to worry about your "build" until you feel you have the game itself all figured out. At least I don't think so.
But I don't want a Katana. I "want" the Dual Blades as that's how the character is suppose to be.
Oh, and I somewhat get the essence of the game as I have a high level Blaster already, but I messed it up a bit but wasn't too hard to fix as my friend made me use my alt build to fix what I messed up and helped my Blaster be better (As I taken Hover and Fly... not knowing Hover was very slow and somewhat useless after getting fly) and then taking superspeed and teleport all with Fly.
The reason I'm asking help making a Dual Blade / Willpower (or something) is I somewhat don't want to make a very bad build again.
But I don't want a Katana. I "want" the Dual Blades as that's how the character is suppose to be.

In many builds it is a much more useful power as a prereq for flight.
Also, there are ways to change your blaster. You can earn a respec by completeing one of the 3 respec trials. They are also often for sale at wentworth's, though they can be quite expensive. Respec are also given out as veteran rewards.

Ok first of all, welcome to the game!
Secondly, if your stuck on choosing Dual Blades (DB) then thats cool, feel free to choose what appeals to you. My first every toon was a Claws/Regen (Lol Wolverine reject :P)
As far as secondary's go I can explain a little bit about WP (willpower) and SR (super reflexes)
Willpower:
Resistance to Smashing/Lethal (the most common forms of damage in the game. Most attacks have some component of either of them) and Psionics. Resistance means what ever damage you recieve will be decreased depending on the % of resistance you have.
Defense to Energy/Negative Energy/Fire/Cold. Defense means that you have a percentage of not getting hit by the attack at all. The difference with defense and resistance is that if/when you do get hit by an attack on a defense-based toon, you will take full damage.
Willpower also specializes in regeneration, so that with powers like Fast Healing and Rise to the Challenge, you regain yoru health very quickly.
Willpower does not have a heal directly like the Regeneration power set (Heals are different than regeneration) but with proper defense and resistance, you wont miss it.
Quick Recovery is end recovery jewel that, depending on the end usage of DB, can allow you to skip stamina all together.
Super Reflexes:
Provides Defense to the 3 positionals: Melee, Ranged and AoE (Area of Effect)
With SR its fairly easy to get the max defense possible and only get hit about 5% of the time. Positional defense offers a better defense than Types defense (Smahsing, lethal etc) because all attacks in the game fall into melee (close combat) ranged (far away) or AoE (multiple target attack). In this respec SR has them covered.
Quickness increases your recharge, resistance to slows and your run and flight speed.
The thing about SR is that like willpower, it has no direct heal built in so with defense, if you take a hit and its a heavy one, your gonna have to rely on inspirations or teamates to keep you alive. Thats nothing that aid self cant fix though...and SR doesn't get hit NEARLY as often as others do...

Oh, that brings up another point: a good build for a given player depends a lot on what that player wants to do with the character. Is he going to PvP? Only do PvE? Lots of Task Forces, Strike Forces and Trials? RP? A little of everything? All kinds of things impact what you want to do with your build.

The question you need to ask yourself however, is do you want to play with combos from the start or not?
Personally, I just skip the Empower and Weaken combos, from the start. That means I take Power Slice, Alabating Strike, then decide if I want the AOE of the Sweep Combo, and don't get my 1st combo untill level 26, when I pick up Sweeping Strike.
If you want to save yourself a respec, this is likely the best way to do it. HOWEVER, since you're new to the game, you'll likely end up using a respec to begin with.
Hover is fine. And actually perfect for a Blaster, range is your defense, and it's easier to keep most enemies at range with Hover. You can always detoggle Hover before and after fights.
As for secondary, I'll suggest WP, as it's toggle and go, no real pesky click powers to cause redraw. However, /SR isn't to bad, and it's easier to softcap your defenses and obtain Blinding Feint -> Attack Vitals -> Repeat for hard targets.
So decide which you want to go with and have fun

Found that builder program thing one of you suggested, I didn't add any slots yet but I played around with a bit and set up as this so far:
How is it?
First, there's an easier way to share the builds you create with mids'. At the top, click Import/Export and select 'short forum export'. There are a variety of options - make sure the formatting is set to 'Official Forums', pick 'Export data chunk if creating a datalink isn't possible', leave all of the 'don't export X' boxes empty, and pick 'export bonus totals' but NOT 'export set breakdown'. With the 'fruit salad' color scheme, this IMO results in the most readable and useful export. Then click 'export now', go over to your forum window, and hit paste in your reply. You'll see a huge mass of codes, but when you post you'll get this nicely formatted output of your build.
Now to the actual build. You've skipped a couple powers that are pretty important, which I would try to add in at some point - namely, mind over body, blinding feint, and sweeping strike.
Mind over body is your primary resistance toggle. Willpower as a set is based around different types of layered mitigation: resistance, defense, and regeneration. It has a reputation as a strong set, but it only turns out that way if you don't skimp on the layering. Skipping mind over body cuts out most of the 'resistance' layer against the most common damage types in the game: smashing and lethal. It can be comfortably pushed off until after you have stamina or quick recovery, but skipping it entirely is a mistake.
Blinding feint is your main method of boosting your own damage. Most melee sets get build up instead, a short duration high magnitude self damage buff. Claws and dual blades instead get a much faster recharging moderate damage buff that is also an attack. It doesn't buff as much as build up, but on the other hand it's very easy to keep the buff up all of the time. Blinding feint is a 37.5% damage buff and a 10% tohit buff, both for 10 seconds on a 12 second recharge. Taking this attack and working it regularly into your attack string is critical to achieve the set's full damage potential.
Finally, sweeping strike. On its own, it's merely a pretty decent melee cone attack. However, it's also the finishing move of one of your best combos, attack vitals. Setting up this combo will result in a fair amount of extra damage being done to everyone hit by sweeping strike. It's a quite nice move, and I personally wouldn't skip it. Weaken and empower are both pretty weak combos (and require nimble slice, which you quite rightly skipped), so skipping this will leave you with only the sweep combo. That's a nice combo, but I still would personally set myself up with the attack vitals combo as well.
Of course, to take these you'll need to drop some of the powers you already have. One choice is obvious: invisibility. There's no pressing need in the game to be invisible, but I can definitely see it as a personal preference. However, both super speed and stealth carry partial stealth effects. When they are both run at the same time, they stack to offer complete invisibility, which means that there is no need to actually take the 'invisibility' power.
To free up room for the other two, I would drop one of your travel powers, as there's no real need to have more than one. In this case, if you want super speed's stealth effect, you'd drop jump kick (which, by the way, is one of the goofiest looking and less effective attacks in the game, even ignoring how it would cause redraw of your swords) and super jump.
Finally, depending on your preferences, you may consider taking the fighting pool (tough, weave, and boxing or kick as the throwaway prerequisite) instead of the dark ancillary. More or less, it'd be a choice between concept /fun extra powers and the more boring but probably mechanically more powerful increased durability of the fighting pool. You definitely don't *need* fighting - it merely boosts your already good survivability into the 'very very good' range. It's not really mandatory unless you want to pull off some of the truly absurd challenges people have set themselves over the years, but it definitely falls into the category of 'nice to have'. You can always wait until you actually get to that point to decide which you want - when you hit 41 you can think about how well you've been handling stuff recently and decide whether you want more survivability or the extra utility of the dark pool.

I've only played the game for about a week, but I want to make a scrapper but not sure how to go about doing so.
My friend said I should make my primary and secondary (because I want the swords)
is Dual Blade and/or super reflexes or willpower.
Does someone have a build of one of these that I may be able to use?
