Might want to make it that he was dying and saved instead of trying to kill himself. After all having your arms cut off not a minor wound.
As for name look up a few boxer's or Wrestlers names perhaps that can inspire you.
My uncle lives without his arms, he lost them in a car crash. It is possible to survive such wounds, losing a limb or a pair of limbs isn't an instant kill. Getting shot in the head is an instant kill. The Family weren't out to kill Alex, just to make an example out of him.
He would have eventually got tired of living and attempt to jump of a building and that's when the scientist found him. The scientist could have heard about what happened to Alex in the time period between the fighter losing his arms and the fighter attempting suicide, thus you have a reason for him finding Alex.
To me that is more logical than saying that he was left bleeding to death and some scientist just HAPPENED to fine him before he lost too much blood.
Well I did say Dying not dead. Hmm I do see your point thought perhaps the Scientist seen him in the Hospital after all there are a lot of cybernetic hero/villains about. No stretch of imagination that he was on call to the hospital to help repair some.
Need to elaborate on how much time it was between the lost of his family and his attempt at suicide.

As for costumes I hate that the best I can come up with you need the 39 month vet reward for would be the boxing set then replace the arms with robotic arms.
In the place of the real boxing stuff I would go with sneakers for shoes, baggy pants like sweats and baggy shirt like a sweatshirt with the two robot arms.
As for names I would try to get:
Unarmed Boxer/Fighter
Mostly Armless
Cyboxer (as in a cyborg boxer)
total kick to the gut
This is like having Ra's Al Ghul show up at your birthday party.
He sounds like a Jax to me.
Okay, with the Mortal Kombat reference out of the way, I consulted my trusty thesaurus, and for revenge, I found Counterblow. I personally find that neatly encapsulates both the revenge theme against the Family as well as his backstory as a cage-match fighter.
Another one I came up is Payback Pugilist and while I like that for the alliteration, I'm not sure how much the term Pugilist fits a guy like your character.

And - careful, OP. I've got... oh, the count's gone up, but I was near 170 characters on two accounts last I looked. That altitis sneaks up on you. (I should zero out my CGT account and just log everyone in - it'll take at least two hours, but I'd have an up to date count.)

So using the character creator I tried to come up with a design for Drake. Granted, I suck as a chracter designer, but I figured I might as well give it a shot.
Considering his backstory as an underground fighter who lost his family, I imagine he'd neither have the means for a really fancy outfit nor the motivation for colourful spandex.
I went with a tanktop because it allows you to see that the arms aren't part of a costume, but directly attached to his body as well as his chiseled physique he has as a successful underground fighter. The worker boots I think do a nice job of evoking the image of a boxer's boots, so that's a hint towards his past.
Not exactly a stellar job, but hey.

So I got an idea for a new Hero, however I don't have any idea on what his outfit should be and I'm having issues thinking up a hero name for him as well. Anyone willing to aid me will be appreciated. ^_^

Name: Drake Alexander

Powers: Super Strength and Willpower
Bio: Drake Alexander is an ex-street fighter whose life was ruined by The Family. He worked in illegal underground bare knuckle brawling rings around the Rogue Isles and was a favorite champion amongst many of the spectators during these fights. He had several championships under his belt, including the title of Undisputed Rogue Isles Heavyweight Champion. This all changed with The Family tried to bribe him into throwing a match and 'handing over' the title to one of their fighters. He refused and he paid for it. The Family killed his wife and son, burned down his home...and worst of all, they severed his arms from the rest of his body. With no hope and no will to live on, he tried to kill himself. That's when he was saved by a doctor specializing in cybernetic implants. With new arms capable of strength ten times greater than even the strongest boxer, Drake Alexander left the Rogue Isles and came to Paragon City to become a hero. Seeking more strength, and possible allies, Drake Alexander wishes to one day bring down The Family for good so that they wont ruin the lives of anyone else.
