It is also worth noting that unlocking the contacts via Ouroboros will unlock them for EVERYONE on the team. Just like how everyone on the team gets merits for completing an arc in Ouroboros, instead of just the arc 'owner'.

As mentioned, Ouro can certainly be used to unlock the contacts. IIRC, it's actually the souvenir from the arc that unlocks the contact, which all players on the Ouro team will get when it's completed.
And because nobody specifically mentioned it yet.. you only have to do the last arc in the series. For example, you wont have to start with Stephanie Peebles and work your way through all of the arcs in the zone collecting the souvenirs. You can go straight to Lars Hansen's "A Madman's Council" to unlock the TF contact.
