The idea of a character overhaul
No offense meant, but you really should have done a Search for this before you posted a new thread. We get one of these at least once a month and the topic is pretty much a dead horse by now.
Anyway: No, never going to happen, bad idea.
Yup, what Blitzkrieger said. This idea has been brought up hundreds if not thousands of times. Every time it has been shot down because of the many problems and challenges associated with it.
Short answer: Never going to happen.

The dev answer has been "No." Not "We can't do it," or "It would be too difficult," but a blunt, flat out "no."
I've deleted toons to make them differet ATs, keeping the name and saving the costume for their overhaul.
A MA/WP scrapper turned into a Fire/Rad controller.
A Spine/Dark scrap turned into a WS and back.
Soon, a MA/Electric Scrap will turn into a something/something something. [Might make him a stalker and cross him over in GR]
I agree that its a bad idea though.
Lets pretend.
I have a fire/shield scrap. I wanna respec him into a shield/fire tank. Why wouldnt I just reroll the character into a tank first?
Is it because a player doesnt want to play 50 lvls again? Or REALLY likes a certain name and wants to play that name on a different AT?
Ive seen all these posts about AT respec I just dont understand what the appeal would be.

The fallback for this sort of thing is just to rename the current character. That way you keep the badges, merits, etc., but still get to "start over".
They said the same thing about power customization but look what we can do now.

Power customization they said wasn't going to happen because at the time it was too much work for the staff that they had.
Then they hired a bunch of new people and it became feasible.
In that case, they WANTED to do it, but they just didn't have the resources. When they DID have them, it was done.
In THIS case, they said "No".
They didn't say "we'd like to do it, but we just can't right now"
They said "We're not doing this, whether we can or not is not the issue"
It would be HIGHLY exploitable if we were given the ability to switch powersets or ATs.
"Gee, I'd really like a level 50 Electric/Shield scrapper because they're awesome farmers, but I don't like how squishy Shield is in the low levels. Ooh, I know! I'll just level the character as a Katana/Willpower scrapper and switch to Electric/Shield when I get to 50!"
Or
"Wow, a Stone tank in Granite form NEVER dies, but I don't want to play the set before I can use Granite. Hmmm, I can just level as Willpower/Dark Melee and switch at level 34, so I can just jump into slotted Granite Armor."
People would do that kind of thing ALL the time. Leveling as one thing and switching to a late blooming set when the powers become available that make the set awesome.
That's just ONE problem, I'm sure there are many others.

It's been my observation that player interested in specific characters who invest time and effort into individualizing them (even if they don't roleplay) are statistically likelier to be around over the years than players who are solely obsessed with mechanical performance per hour. (Obviously that's a gross generalization and many players could be described as having both interests in varying proportions.)
IMHO, respeccing ATs or even just powersets within ATs would be bad for the game if handled perfectly -- and even worse if handled sloppily.

I wouldn't mind seeing this if it were within the AT ONLY and available once ONLY. This way at least Tanks would still be tanks and so forth. The really big problem I can see would be the enhancements, each power set has it's own slotting, and what would happen when say a person goes from a defense set to a resist set and can't slot all of those IOs?

The only way an AT/powerset respec could work would be if it dropped you back down to 0 xp (i.e. level 1) when you did it. That would essentially just make it a re-roll where you get to keep your name and badges (and progress on badges) and banked Influence and Prestige. Of course, if it worked like that, then 99% of the people asking for this would probably no longer want it.
This form would really only be of use to old time players who want to switch their long-time mains to powersets that weren't available when they created the toons (e.g. a lot of Invulnerability tanks would respec to Willpower) while keeping their anniversary badges and SG prestige totals. I doubt enough players would want this to make it a reasonable use of dev time to implement, even if it proved to be a simple process.

.....and then linking to a number of posts in which you also said that they said no.....doesn't prove anything at all. You're basically telling people to just take your word for it that they did indeed say no. Like the fact that you yourself have said it multiple times somehow makes it more true.
Would work MUCH better if you linked to posts FROM the devs saying no, instead of linking to posts where you say they said no.

To the OP, I see this is your first post, so I'll try and be polite, however this suggestion has been suggested MANY times before over the game's history and shot down by developers and many players as a bad idea each time, which is why there are some frustrating and what some could say rude responces. Not directed at you, but the idea that some of them are tired of answering (please don't run hiding from the forums because of some of the reactions you've gotten from this post).
While there is content for the end game, and it sounds as though more is coming with issue 19, this game is about the whole journey from level 1 to level 50. Allowing a player to switch any character at any time to any AT and/or power set would lead to many of these players only having a fraction of the number of characters they have now, all at level 50, and when you wanted something different, you would just do an overhaul respec. The game would lose money from many people who now purchase additional slots because suddenly its not needed to have multiple alts. Not to mention, while there's plenty (in my opinion, still haven't hit all of it in 3 years playing) of content at level 50, it wouldn't be long before you would have played it all, but left a ton of earlier content not played.
Yes I agree at some points even I have wished that I had rolled a toon as a different powerset after getting to around level 20, but understand there is a very good reason that you can't do that. One of the great things about this game is that there are tons of players at every level of experience playing the game and nearly any character level you're playing at because people are playing new alts and building new characters constantly. At almost any time a new player can join the game for the first time, with their first toon, and likely team up with one or many 6 year long players on their 1000th toon and more than willing to help teach the newbie and show them what's fun, which makes this game very inviting. Making it so they can change a character to anything they want at any time would eliminate much of that. Everyone would stick to their level 50s, then switching the AT/power sets when the new FOTM or new sets came out, never going through the process of learning to play the new characters. Sure, some people still would, but many wouldn't, which would lead to much smaller population especially at lower levels, making it less appealing to newer players.
Well I get the whole dev's saying no thing.
Which is all fine and dandy, and I'd be happy to make a completely different alt, hell I even did it for my main, who's a Corruptor, wanted to move them hero side.
Guess what, week after I got that character to 45, blammo, GR was announced.
What I'm trying to say, is for this specific character, I'd like to keep my badges, the ones that fit this character specifically, one in particular that really fits the character, and happens to be one of those annoying anniversary badges, the ones that come once a year and never come out again.
Wouldn't have any damn complaints about having to make a alt of this toon if I didn't have to lose that badge. Perhaps a better idea then AT respec would be to make their f&%king anniversary badges account wide, instead of just for each character.

And yeah I understand completely the whole idea of the journey from lvl 1-50 and I respect that, I just don't want to give up the one badge that fits this character's story the best.

This idea sprung into my head and I wondered if anyone else had thought about it, figuring someone probably had, I came to the forums here to post said idea and get other's feedback on it.
I was wondering if the dev's have ever thought about allowing players as a whole to respec not just their power choices, but their whole AT and or power pools.
Now I know this will probably be answered with something like "It'd be to much work on their end." But I figured I'd put it out there. Considering it'd be nice to be able to keep the badges my character has earned, while at the same time, being able to play them with new powers, as I no longer feel their current powerset fits them, being Thugs/traps MM with Dual pistols being a power set now.
