The heroside Science origin store mission grants it too.
My level 50 Science character had it as soon as it went live. Took me months to figure out how he ended up with it and none of my other characters did.

One last bit to add to the discussion in case people reading this might not know... your portal closes the second you enter it, but any number of people can use your portal without causing it to close. If at all possible, let all of your teammates use your portal before entering it, in case no one else can open one (this is especially for TFs where time is an issue).

The common terminology I've seen for it is O-portal; and it's been so long since I've done anything other than have a friend drop one that I didn't even remember what the arcs were that granted it.
There was, and maybe still is, an interesting bug with the O-portal... very rarely someone else using your portal can cause it to despawn. I've seen it happen twice to my portal and I've "stolen" someone else's a couple of times as well. The interesting thing was one TF where 2 out of 3 times when I used a buddy's portal it despawned when I went through leaving him to hoof it the hard way to the mission. I've no idea if that bug still exists... the last time I encountered it was shortly before issue 17 went live.

One way to get around this is to have two people open up portals and each use the other one's portal. That way others in the team can also use them and the chance of the spawner being left behind is reduced
I find if I'm on a character who doesn't have an Ouroboros Portal, broadcasting in a populated zone asking if anyone can drop one has always worked very quickly. Or a badge channel.
This isn't exactly a helpful way to get your own portal, but one of the more obscure ways to earn it is to have a really old character who logged in during the first and second anniversaries. That awarded the '5th Columnist' gladiator, which unlocks the portal. I have a level 1 character on test who lives in the tutorial who has one through that method.

at 25, ask someone to drop the portal via broadcast. Then after entering ask someone to show u where it is. Its High up, Im sure someone will be willing to let u follow them to it.

I had a very old blaster at 16 when I noticed he had the "entrusted with the secret" badge, but I have no idea how he got it. Perhaps I should comb through the contacts he's worked.

Or, if he's really old, he may have the 1st and 2nd anniversary badges which awards the Fifth Column gladiator - that gives the 'Entrusted' badge also.
