Ill/storm build help
Rather than asking for a build, it is generally better to put together your own and ask for suggestions for changes. This is because there are a number of choices you can make based upon personal preference and playstyle, and those choices can have a major effect on the build.
For example, on my Ill/Storm, I skipped both Superior Invis and Group Invis by selecting Steamy Mist and using Super Speed for travel. Other folks prefer to take one or both Invis powers, often as a mule for a Luck of the Gambler Recharge IO. Another choice is Flash, Thunderclap or neither? Some folks don't like Deceive (although I think they're nuts). Some folks prefer to skip O2 Boost. Some folks like to fit in Leadership, others like max defense, and others like to build for Recharge with the goal of getting Perma-PA.
Generally, an Ill/Storm is not the best for going up against AVs -- there is no -Regen in the build. Illusion/Radiation is the king of Perma-PA, AV killer builds (See my guide, linked in my sig.)
My Ill/Storm skipped both Invisibilities and Flash from the primary, took everything from the Storm side. I have Hasten/Super Speed and the Fitness Pool. I went with the Ice APP set mostly for Hibernate as a combo Heal/Recovery/Panic Button power, but the Ice Blast works nicely for the Blind-SW-Blast-SW attack chain.

Comments on my own build:
- Decieve would have been much handier if I took it before 24.
- Should have taken Flash rather than Thunder Clap. I can get the same cool animation as Thunder Clap by using Lightning as the costume change emote. And both are about as effective in combat. [the emote and Clap that is.]
- I love Sup Invis, but Steamy Mist has that def involved.
- All pets are ASAP. Not a mistake I made, just wanted to throw that out there.
- Gale sucks. I hate it when people use it.
- O2 boost is kinda lame, but you can target your Spec Wounds and Blind through Phantasm and heal him with O2 when you're in bad craziness.
- Snow Storm sucks, IMO. But teams I've been on say they like it and it really helps. Well then quit killing my anchor.
- Freezing Rain rocks. Proccy proc proc.
- Herdicane is interesting and good at times. I could have skipped, really. Not part of my gameplay except in bad craziness.
- Thunder Clap. Might as well clap your hands at your monitor, does as much good.
- Tornado. Most irritating pet that's useful ever. Also funny.
- Lightning Storm. Also very fun, but a little meh for a teir 9. But I really dig it.
- Some teams will get irritated that you're dominating everything with your mad chaos. I've had a tank/team leader tell me to not use any of my pets anymore. I stopped, the team wiped, I left.
I have my search text "ill/storm Lord of Chaos." I also warn teams of what I am. I've always gotten "that's cool" or "what does that mean, exactly."

Snow Storm acts as AoE control, of a sort. It is also your only power to ground Fliers (unless you have Air Sup). Snow Storm is wonderful in certain situations, such as the ITF where you can anchor it on those EBs and most of the Romans resist control powers -- but not slows.
Yeah, Gale sucks -- most of the time. Once in a while it works as a "Get out of my face" power or a "Go to the back wall of the room" power.
O2 Boost is a weak heal, but also takes care of stuns . . . really nice to use on a teammate who has just used a wakie to help him get back into the fight more quickly, or to take away the perma-stun from Malta. Also useful to heal up Phanty.
Lightning Storm was much, much better before the Pet Recharge Nerf.
I like Steamy Mist because it does so many things. Stealth for everyone in its range on a toggle -- I have been able to prevent turning the corner and drawing aggro many times. Resistance to Fire, Cold and Energy damage. A little bit of Defense.
Yeah, Ill/Storm is a chaotic build. I solo'ed far more than I teamed. On teams, I try to limit the chaos a little bit.

Personally, I love Gale on my Bots/Storm MM. Of course, I might feel differently if I had a harder control to use. But that would probably require being something other than a MM...

I'll post my build that I run on live currently, even though it is late and I don't have time to talk about it right now (much). It is 3 seconds short of perma-Hasten and 6 or 7 seconds short of perma-PA. I could definitely sneak some recharge into Blind if I really wanted to get perma-Hasten, but it didn't really matter to me. It was close enough for me.
The good thing about the build, IMO, is that you could ignore the sets I took, and just follow it using SOs or generic IOs. Pick the powers and the slots in the order listed and you could just play up to level 50 with no respec needed. Basically, I try to make my endgame build such that the power order is playable, as well as the order in which I select slots.
So, it may give you some ideas. It may not.

I don't know about soloing AVs, but my ill/storm became a lot more fun when I started getting serious about ranged defense. Before, I had to keep the Hurricane debuff on things to stay alive, but after I put these sets in, my ranged defense went to 27.25% and suddenly I was a *lot* more survivable:
- Blind: Lockdown
- Phantasm: Blood Mandate
- Deceive: Malaise's Illusions
- Thunder Clap: Stupefy
- Spectral Wounds, Lightning Storm: Thunderstrike
- Steamy Mist: Red Fortune
- Flash: Lockdown
- O2 Boost: Numina's
When I get closer to 50, I'll look at whether I want to go all the way with ranged defense, as I can strip more slots out of Spectral Terror, Tornado, and Freezing Rain.
This works great against normal content. But, if soloing AVs is the most important thing, I guess you'd be going for a perma-PA build and ignoring everything but global recharge.

Also, we all have different play styles. I use my pets constantly. One of my main goals is to chuck Terror all over the place locking everything down. Phantasm needs healing. Maybe target through the tank and fire off some Blind or Wounds. Throw the Storm. Throw the Rain. Herdicane stragglers into the cornerpull while always, always running Sup Invis.
From reading Local, he doesn't play like that. Notice I didn't say Decieve in mine? I usually only try that on bosses we're having trouble with or something that can dish the pain, getting it off us and on them. Or for entertainment while waiting. I also try to only use Tornado in small areas. It's hilarious in really tight areas [like that one at the top of the stairs, right before the end, in the office. Bwar har har har.]

Yeah, my usual style is to Deceive any foes who might cause a problem first (I use Steamy + Super Speed for Invis), then Phantom Army, Freezing Rain, Lightning Storm, followed by my Blind-SW-Blast-SW attack chain to take down the minions first. Spooky gets deployed a little bit before PA disappear, or to control a nearby spawn. Most of my other powers are situational. I use Deceive a lot because the Contagious Confusion proc can turn it into a small Mass Confusion about 1/3 of the time.
I agree (and make the point in my Ill/Rad guide) that a Perma-PA build is certainly not necessary for a great character. My Ill/Storm is not likely to get an end-game build since she is on a secondary server (I have 6 other controllers on my main server who are more likely to get fully IO'ed out.) Try playing the character for a while before planning an end-game build -- you may change your priorities on slotting.

I've been gone a long time so hopefully my build hasn't been nerfed but in general I always used to argue that getting lots of +rech into an Illus/Storm build was the way to go largely because focussing on getting as many pets out as possible is the way to achieve maximum potential.
One of the other core features is to make sure you get Tornado and 6 slot it and put 3 damage IOs into it and also get freezing rain. The two combined make for some potent firepower especially if you put some -resistance IO procs into Tornado.
I don't know if my illus/storm guide is still on the forums after 2 years, but many people said it helped them a lot.
How well does the chance for build up proc work in phantasm, and is it worth slotting in the power?

I've been fiddling with an ill/storm build for perma pa, 3.7 seconds from perma pa (including the 3.1 casting time). This is what I came up with, I've not really made too many trollers in my time so any advice would be helpful, thnx.

It works, but it is better to put that proc in Phantom Army. The Soulbound Alliegence Chance for Build Up proc has a chance to fire with each attack. In Phantom Army, you have three pets attacking instead of one. Great slotting for PA is four Expediant Reinforcement (leave out the Dam/End and the Resistance Proc) and add the Dam/Rech and Chance for Build Up from Soulbound.

PA on the other hand attack quite quickly as they have a multitude of powers resulting in more chances to fire it and more attacks buffed while active. Plus as Local said x3 pets using it.
If you spent enough you could probably create an ill/storm that could pull off a faster defeat time of rikti pylons than my ill/cold/ice at 1:52. Which is to say, that is an extreme amount of damage. End consumption would be a nightmare though to build nearly as aggressive as that toon, so maybe not.
I imagine normal stuff still tries to run away from you even through the taunt of PA? I know spamming taunt on my bots/storm isn't enough to counter all the afraid mag that is on them from the storm powers.

With only a LotG Recharge in Superior Invis, you won't be able to run it and do anything else. If you want use minimum slots, I would go with GI over SI. If you are going to use SI when you are doing anything else, it needs EndRdx. Steamy Mist also needs some Endrdx if you are going to use it for anything other than a mule for a LotG Recharge.
I would at least take the Winter's Gift out of Fly, and use that slot for one of several needs: Fly speed if you are going to fly much, EndRdx in Steamy Mist or EndRdx in SI if you are going to use them. You have two slots devoted to knockback protection -- I find one is enough most of the time. (Steamy Mist takes both the Steadfast and Karma ones. Much cheaper than the Zephyr.)
My normal recommendation is to slot Freezing Rain for something other than damage because the damage is minimal. You might be using the Posi Blast set only for the Recharge. In several cases in your build, you slot powers for the Recharge bonus and not for the usefulness of the power. I'm not a big fan of that, but if you did it knowingly, it is your choice. (For example, slotting up Gale. Ugh.) On my Ill/Storm, I skipped both SI and GI by using Steamy Mist + Super Speed for Invis -- but that took away two places for a LotG Rech (No Hover or SI or GI).

Hey all I have leveled up stormies before and I am pretty comfortable with the aspect of playin with them. However I have always played them with some aspect of hard control and my next endeavor is ill/storm. I've heard pretty decent things about the build and I like illusion and I like storm I figured let's go for it I am not however too up on io sets for trollers and would like to build this toon to eventually solo avs and be an all around wrecking ball as powerful as storm feels. If some one could post a moderately priced(although I'm ok with teetering on the more expensive side) build that can get me to these heigts it would b greatly appreciated
