I check the home page maybe once every 6 months unless directed there. Anything noteworthy is usually posted on the forums, or at least linked to, so the forums is where I start my CoH browsing. I was also wondering about the release notes until I found the link.
Btw, the release notes were all kinds of messed up earlier when I tried to view them from work (on IE 7). But they work from home on FF, so who cares about IE now
