Excellent idea! As the others mentioned, price should be steep, but regardless of price, I'm pretty sure I'd take advantage of it.

I like this idea a lot. However prices are set up, I think the system should encourage high-level players to purchase low-level recipes and IOs through the market. While this could be used as an inf-sink, it could work wonders stimulating the low-level recipe market.

I like the idea as a QoL issue, and I could see the devs implementing it just for that reason alone.

As an influence sink, I think that 1mm/lvl is way too low. I'd suggest 5-10mm per level. This way, the influence sink would hit the wealthiest who want to tweak all their miracles to 20, rather than the "casual" player who wants to tweak their lvl 48 Mako;s A/D to 50. I think you would remove more aggregate inf that way. If the arb across levels isn't there, people won't use it and worst case is we are exactly where we are today.

The best solution for sinking influence is convince all us ebil marketeers to delete it. Maybe have a category for "deleted inf" at those stat counters all over town which I haven't looked at in about 4 years.

I think, at 1 million per level per recipe, people will lower ten or fifteen recipes to level 33 (or whatever); at 10 million per level per recipe, people are only going to lower the one really big recipe. I mean for 200 million you could just BUY a level 20 Miracle.

As far as the "deleting inf" solution- I've done my best...

At 1mm per level, every single miracle/lotg/etc. will be bought, converted to their lowest level, and raised to a higher price. Buy every Miracle 40 at 150mm, convert for 20mm and list at 300mm? Sure. Then we have the same supply issue as today instead of it being one modal point at 40, it is bimodal to 20,40.

Make it really expensive to convert levels and you will get the big spenders coughing up the cash to tweak out their builds. It's not to hard to replace a lvl 39 Trap of the Hunter with a lvl 50 or vice versa, so a 1mm/level cost would already put it out of the price range of most sets.

Very interesting idea, and I would not be surprised if at some point it was instituted for a minimal cost (under 1mm), but I'd prefer it to be onerous.

I tested the waters in the badge forums once on this. I lost the whole arm... let's just say nobody badgerside wants there to be an "Inf cap" badge you buy for 2 billion inf.
