PVP Drops in Warbugs / Bloody Bay?

Ehm, I think you should be able to get pvp recipes in Warburg/Bloody Bay/Sirens Call. If you get rep for a kill, you can get a recipe.
As for levels, god, I dunno. Assuming it works like normal recipe drops when exemplared work they'll be the level of the zone. Like if you get one in Warburg it'll be 38. That's what I'd think, anyway.

As Silas stated, if you are getting rep, you have a chance for a drop. The drop is at the level of your toon.

Actually, i heard that the other player has to be within 3 levels of you, regardless of "combat level". So if you're level 50, ex'd down to 25, and you beat a "pure" lvl 25 character, you won't get a drop. I may be wrong about this though.

I've heard this also, and another weird thing when my stalker was 38 way back and pvp drops first came out I got a level 42 one in sirens 4 levels to high so I couldn't slot it. I don't think the specifics have ever been posted all just hearsay and guesses.

i and a freind traded kills for the sg badges over 1000 kills on heros and 1000 kills on villans there were no drops in warburg
BB i cant speak for
there is clearly a problem
(these dont include the kills we had on random peeps in zones)

Most people don't realize this, but I would say more than 25% of pvp drops are generated by AFK PvP IO farmers in Warburg. As I'm typing this, there were at least three people (some with three accounts) doing this in WB on Justice. I say were because I just killed them. =D

farming pvp ios takes forever due to 5 min wait
I've gotten PvP IO recipe drops in Warburg against toons natural level +5 higher and -5 lower than my own.

What's the deal with these zones. If I defeat someone there am I able to get PVP drops? Are they lower level?
