I disagree, I think the chance to don virtua-spandex is too appealing. Choose here or CO.

1. Cottage rule, the devs won't change the basic function of a power.
2. EMP arrow is an AoE hold, which is pretty much an AoE Blind
3. PGA has a sleep component, which is the other aspect of an AoE Blind
4. you'd have to drop the power *way* down on the list (like tier 9) for it to be allowed, and quite frankly, that goes back to Cottage rule, and, oh yeah, at tier 9, TA has an AoE hold

I would say no to whatever idea you have here, since it has taken a while for you to suggestion to change from -perception (which it seemed you didn't know Flash Arrow already had) to a hold power.

Flash Arrow is not supposed to generate aggro.
There is already an AoE hold in the set.
Trick Arrow is not a controller primary.
Trick Arrow is not just a Defender power, and this would be too good for Controllers.

I will offer that Trick Arrow should get a good solid look at because I think the set is underperforming. Here is Trickshooter's thread full of a lot of recommendations. You should look at this and possibly contribute to this thread: http://boards.cityofheroes.com/showt...=197316&page=9

Actually, world of confusion draws aggro because it does damage.

All powers flagged as Notify Mobs generate aggro. Those flagged to not notify mobs will not. Single target, AoE, pumpkin spice, none of these attributes affect the notification flag.

I'll go ahead and lock this down since it is a "petition" but your complaint has been noted. I personally love TA and for me part of that is flash arrow (my TA/A is still low level so the -per in flash arrow is invaluable). The beauty of flash arrow being the 2nd power selection is you don't have to take it if you don't like it.
