Places to get Kinetic Combats
Dam/Rech is pool B - Mission drop (Silver Tickets) - 150 merits
Triple is Pool C - Merit roll (Gold) 200 merits
The others are all pool A.
50 Merits for the Acc/Dam (uncommon) (bronze roll)
125 merits the others (Dam/End and proc) (rare) (these com in both bronze and silver, but bronze is probably a better chance per ticket)
650 merits per set to direct buy

Thanks. I'm getting the terms mixed up some. All of the info you posted is about Mission Merits, right, and not AE tickets?
I ask because none of those numbers mention level ranges, and none of the costs to roll match the AE stuff.
Can you not get Kinetic Combats from the AE rolls?
If these are Mission Merits, its looking the cost to roll once hoping to get each of the 4 items costs almost as much as simply buying the set outright. So I should probably just earn 650 x 3 Mission Merits and just buy them? Woof.

Whoops, I see now that all of those are direct buy prices. I need 525 to buy the ones I want, so I'd need 1575 to buy 3x the partial sets I need.
The only random roll I see is "rare recipe" ... I assume I roll on the 35-59 or 30-34 at 20 Mission Merits a pop? I wonder if 78 or so rolls on the "Rare" recipe would be likely to net me the cash to buy them (480 Million total)?

Random merit roll can get you the triple.
For AE tickets
This is also in the Gold Ticket Roll (its the same table for both)
The dam/rech is Silver ticket roll
The acc/dam is in the bronze roll pool
The others (dam/end and the proc) are in both the Silver and Bronze roll pools.
Any level roll from 20 through to the 35-39 has a chance.
35-39 is the best chance, and also probably the most profitable from the other drops for selling.

You want some Kinetic Combats, which will cost 1575 merits or 480 million.
Right now I see that level 50 LotG 7.5 sells for around 120 million:
...and costs 200 merits each.
You could earn 800 merits, buy 4 LotG 7.5s and sell them on the market, making you 480 million, and buy your Kinetic Combats with that. (Note that you earn more by crafting the recipes before selling them, or buying the Lv25 version - this is just a convenient example.)
You save 775 merits - the merit store charges you nearly twice as much as the market does.

Did you just use a direct merit purchase to show that direct merit purchases are a bad investment? Doesn't that only show that the recipes he wants are worth less than Luck of the Gambler, and that in general direct merit purchases (of LotG) ARE actually a really good investment?

Also, the procs are usually comparatively cheap, so in powers without inherent knockdown, I tend to use only one of the horribly expensive dam/end and triple, and slot the proc as the 4th one. This saves lots of cash and adds some mitigation.

If it was for me: I'd shotgun out a whole lot of AE bronze rolls for the Acc/Dam (I presume 35-39 but I've been wrong before.) The hard part here is going to be figuring out which of the non-Kinetic Combat are worth selling and which you just delete as you roll 'em. [1] You might get one or so Dam/End out of the deal as well ("rare" pool A.) Damage/Recharge you probably can buy for not TOO horrible a price. They're door drops, so traditionally they're relatively oversupplied.
That leaves the Dam/End and the Dam/End/Rech. It might be worth bidding on Dam/End at level 30 as well as 35- things like zombie apocalypses and Rikti invasions produce level 30 Pool A's as hundreds and thousands of badguys appear and are slaughtered. [2] I don't have a good way to get Dam/End by playing.
As far as the Dam/End/Rech ... I don't know. I think the best way is probably random merit or Gold rolls at 35. On average by the time you get one Dam/End/Rech you will also have gotten at least half of this list: Miracle +Rech, Impervium Resistance, Numina +Reg/+Rech, and Luck of the Gambler Global Rech . (Is the Obliteration quad still hugely expensive? Half chance of one of them. ) So I'd think that after twenty rolls or less you could afford the Kinetic Combats. Still, random roll is random. [3] I've seen someone roll 12 stinkers in a row. I personally try to do two rolls at a time for psychological reasons- much more likely to have ONE good thing per rolling session, which keeps me from getting too discouraged.
Best way to get Merits or Gold rolls? I dunno, these days. Mix it up so you don't get insanely bored. Two Lord of Winter runs is a roll. Task Force Commander is 5% more HP and 14 rolls if you do the whole thing. Dr. Q is six rolls... although I wouldn't do that again. Freaklympics flashback arc is nearly 2 rolls all by itself.
I have a character on Pinn who might be available for TF's depending on your timing.
[1] If it is a snipe, or any sort of mez or slow, throw it out immediately. Anything melee, ranged, AOE, Heal, Defense or Resist you should check.
[2] I'm assuming you've made 50-300 million on your unloved bronze rolls. Always make sure to check the crafted price and sales history as well as uncrafted- if you can wait a couple days for the sale, you can often make an extra 5 million inf.

That's the whole reason i made a fire/kin. Some people say farming is boring, BUT when you need stuff, it comes in handy. If i need some pieces, i jump in AE and get bookoo tickets. If i want a chance at a ton of inf., i jump in a BM or Demon farm. Other than that, i play my other toons in TF's, mishes, etc.
Especially since WW is getting more and more empty in certain ranges and i don't have the patience to just place bids in diff levels and HOPE they get a drop.
I'm terribly unlucky, so all this rolling stuff makes me nervous. The other week, I had some characters with 9999 tickets (3 of them) so I made like 6 rolls, and got zip. I had a different character with about 8200 and rolled all bronze and got zip, except for 1 Touch of Death that maybe sold for a few million (I always check every item I'm unsure of in terms of value).
So rolling has not been kind to me, not at all.
Ah well. Bummer.

Suggestion: Don't use the market like a store. DO NOT bid 10 mill apiece for them. Place lot (not "a lot of") bids for well under that and BE PATIENT. The bids WILL fill.
In the meantime, work on accumulating merits to spec-buy whatever you're not able to get easily.
You are NOT going to have them NOW, TODAY. Probably not even this week (maybe not even this year...heheh...year end jokes...). But give it a little bit and you WILL pick the stuff up. And for much less than the rectal-plunder prices you're seeing when you step into WW.
Seriously, work at building merits, run your difficulty as high as you can reasonably manage, and sell off every last drop you get (that isn't something you can use for this build). If you do a little creative investment on the market as well, you'll be positively STUNNED as to how fast the inf rolls in.
Oh, and if you're worried about the cost of the rares you'll need for some of the recipes, do some MA content, rack up a bunch of tickets, and spec-buy the expensive rares at 540 tickets a pop. No inf required.

To me, that's a problem with drop rates. Then if multiple bids fill, you're stuck with 3 of the piece at diff. levels, then worry bout offloading them. To much wasted time for me. But that's me.

If you don't mind taking a couple levels below the max, Lewis, I can get you about 60% of your needs. You'd need to transfer to Champion to pick them up, but I can dump them on you there and you can take them back. Might be able to transfers them via the market or move one of my characters over with a bunch of them, also. Since server transfers are free ATM, I'm sure we can work something out.
EDIT: Bah - apparently I used a lot of mine and forgot I had done so. I'll check my SG storage on other servers and see if I still have any stored anywhere. Will be later tonight or maybe even the week-end before I'll have the time to track them down. Failing that, I'll just give you bunches of inf so you can buy some of your collections. I sometimes store high-demand items just so I can offer them when folks need them, so I should have some of them *somewhere* still.

Place your bids for exactly what you need as if spec-buying. Over time, if stuff doesn't fill, remove the original bid and enter a new, slightly higher one.
Don't put in for 10 of what you need at "Price X" then 10 more at "Price Y".

When I was ready to build, I was still two pieces short. At that point I was sick of waiting and just spec-bought them at the appropriate level for merits.

I finally did get some purchases by haunting the market a LOT and spotting some that had just been put up. I then bid-crept up until they fell into my lap at painfully high new record prices, but at least I'd gotten them before OTHER buyers made them vanish again.
Then I burned off about 2000 merits across six characters and picked up the rest. Total time for project: started build planning in June, finished in December, but only because I blew a metric ton of merits on direct buys.

Supply and demand, i understand all about that. But when i looked to get a couple crafted 40 oblits, the last 5 still had a sept. date on it. That's screwed up if you ask me. If it takes 3 months to obtain 5 sold, i find that hard to place under the "supply and demand" category. On the other hand, if the last 5 sold were within the last week, there's you "supply and demand" argument. Then you can justify placing bids to let sit.

The TF drops (Quad and Proc) are created in the vast majority of cases at the the level cap (50), as that is the level people do random rolls at.
There is no way for a non-level 40 character to create a level 40 version of that recipe except by direct purchase of 200 merits (or whatever the exact price is). If I'm spending 200 merits to direct buy, I will be slotting it, not selling it.

I want some Kinetic Combat IOs for my Tanker, but they are pricey. It looks like 160 million for a set, and I need 3 sets. However, I can't rub 10 million together across all my hero characters combined, much less 480 million (I'm broke). So, I'm wondering how best to get them other than cash.
I assume you can buy them with merits. I haven't checked the Merit Vendor. Can you also roll them (random) at the Merit Vendor? If so, what categories and level ranges do you roll on?
What about the AE Ticket Rolls? Can you get any or all of them there? If so, what reward levels (Bronze, Silver, Gold) do they appear in, and at what roll-levels? 30-35? 35-39?
