Best primary to pair with SR?
I want to make a Scrapper with SR...but I'm stuck between Claws and Dark as a primary. I like Claws better for the character but dark seems to pair with SR better with all the built in Acc debuffs. Any suggestions? or maybe there's another option I'm missing?

Claws is more DPS both ST (I think) and AoE (I know), but lacks the tools (like a built in self-heal) which will make the DM more sturdy.

EvilGeko sums it up perfectly, in my opinion.
I'd just add in some conditions (max targets in range for Soul Drain), DM can surpass Claws in ST DPS, part of it also thanks to negative energy damage rather than lethal.
You could go for DM/SR/Dark and grab the two cones from //Dark to supplement your AoE. DM/SR/Blaze would also be an option, but I have the feeling these would both turn out to be epicly tight builds.

I'll weigh in on the side of DM. Granted, it's short on AOE - but hit 10 targets with soul drain and then line up a 5 target shadow maul and you'll be giggling to yourself as you oneshot minions with it. I'm also fairly certain that you can't beat DM for single target DPS. Again, it lacks aoe, but most teams appreciate having a scrapper who can three-shot bosses.
DM and SR have wonderful synergy - SR provides 45 percent defense to all positional attacks (which is everything outside of a couple of psionic types). DM has an endurance recovery power, if you need it (which SR lacks) as well as a strong heal that hits very very hard (SR has no healing), and SR has quickness which will make it easier to maintain the MG - Smite - Siphon - Smite attack chain. It's fairly easy to perma hasten a DM/SR build and then you start seeing fun things like perma-ish soul drain and perma 2-stacked mez protection.
The other benefit of the MG/Smite/Siphon/Smite attack chain is that it's all negative damage excluding about 25 percent of smite. You won't have to worry about lethal and smashing resists on mobs.
Good luck with whatever you choose - it's hard to go wrong with a scrapper.
I have a claws/regen and a DM/SR that I use extensively. I love the synergy between DM and SR, and I have to give it the edge over claws/SR (which I have not tried in that combination - I'm merely extrapolating) as far as performance.
However, concept is a legitimate priority, and shockwave offers some nice mitigation even though claws lacks a self heal. You could probably fit in aid self if you felt you wanted it.
(Fortunately, DM/SR fit my concept very well.)
The choice is full of win win, create and play both.
As the others have stated:
Want more damage output due to much higher AoE output? Claws.
Want more survivability and a much easier ride before 22? Dark.

I love both my dm/sr and my claws/sr for the reasons everyone else has stated.
But I'd say concept is the most important factor in making your decision.

Personally, I'd go Claws/SR and DM/Shield/Fire
Claws/SR with Aid self is virtually unkillable without some severe debuffs. Dark/Shield/Fire can actually put out some decent AoE with Shield Charge followed by Fireball. Pretty much everything but bosses will be dead, and the fact that both DM and SD are recharge loving sets gives them some great synergies. Dark Melee adds a healing layer to SD's other defenses, and the ability to give up aid self and take some AoEs or other pool powers is pretty damned awesome. The downside is, you won't be farming your way to 50 as quickly with that build.
i personally would recommend claws/sr of the two options,but only because i think DM is better paired with SD.SD goes a long way towards making up for DM's lack of AOE.
