I haven't tried, but I would imagine it would work just like Gaussian's in Tactics, since that's the power Enforcers have to which the enhancement applies. In other words: chance to activate every 10s (assuming you've used Equip Thugs to give them Tactics in the first place)

You'd be far better off using the Achilles heel proc in enforcers, it fires on any defense debuff attack, and I'm pretty sure almost all enforcer attacks debuff defense. You get something like a 90% uptime on a single target with both enforcers fully equipped.
Put the soulbound proc in your bruiser, it has a chance to fire on every attack he makes, and the proc plus KO blow or his AoE does some pretty ridiculous damage.
I think you would get more use out of the explosive strike proc. It has a 20% chance for dmg in almost every one of his attacks.
In the bruiser that is.

My experience with Gaussian's and soulbound is that they tend to proc when you summon. Rarely if ever while they are active.

Soulbound's chance for Build Up has deffinately chance to proc whenever henchmen it's slotted with uses damaging power. Some say chance is 17%/target that power hits. I'm not totally sure about that, but it does proc a lot.
Gaussian's Build Up has 5% chance to proc every 10 seconds while enforcers are having their Tactics power enabled.
Imo Achilles Heel > Lady grey >> Gaussians
I'm not sure whether Lady Gray proc is 71 points of damage while slotted on enforcers because I know similar proc slotted to drones only procced for ~50% of that amount. Even if it procs for full amount Achilles Heel gains upper hand if target of the proc is attacked by more than 35,5 DPS which isn't much.
don't forget that soulbound only fits in pets taht are lvl 50
