Where is my veteran badge?
Open your support ticket and update it. That's the only thing that I can think of. I had this problem with my 48 month badge last week and it was fixed within a day.

Petitions go to GM's bugs go to developers so a petition would the best.

Took a couple of days (edit just checked actually about 36 hours) for them to fix mine recently. It has to be escalated from the tier 1 GMs to the account support folks, but it is a routine task for them, juding from the number of times people have an issue.

Don't always count on just one bug report, you may have to send them several.
I, for example, have to send a bug report every three months now ever since purchasing the valkarye/mac edition.
My account is still 3 months off, at 27 now instead of 30, and worse yet i had to give them a mountain of evidence to prove it.
I sent along the original e-mail of the activation of the game account from nc soft, sent a statement from the bank of the funds withdrawl from the original start date, and one cocky gm who aparently can't count in three month intervals, said my account appeared to be correct to him.
My 2nd account was due for 15 month vet rewards, and still sits at 9 months.
I gave up on asking nicely, do as i did, get nasty, if necessary cancel auto payment, which caused nc soft to mail me 5 times within an hour, and real mails for a change, not the copy & paste crap they send to keep the masses appeased. That just proved to me they don't care till the money is leaving.
I'm having the same problem, my 4 year badge should have been awarded on the 24th. I'm wondering if the datamining/awarding for the Vigilant/Determined badge is interfering with the Vet badges....

That is ridiculous. We are paying them to deal with CoH, not Aion. That should NEVER be an excuse. Now, if they want to give me a free month of Aion each time they say this (along with the game itself), that might be more acceptable since it appears our money is now going to Aion...

That's why sometimes the answers you get from a GM seem like the GM is less familiar with the game than you are - because the GM actually is less familiar, and is working from a script.
If the load on all NCSoft support is higher due to the newer game working thru its early months, then that's a perfectly acceptable reason for a respons to *any* support request to take a bit longer. And, no, your $15 does not entitle you to line jump.
(Not to mention, the holiday weekend thing. What would be the Thanksgiving equivalent to "Scrooge", I wonder?)

I'm also on European server and I'm now at the month mark of waiting for my late vet reward, it wouldn't be such a pain if it weren't for the fact I'm due another character slot that I already have plans for and since it's the 36th for the server it would be a waste to buy it with this reward coming. I've bug reported and petitioned twice but still no joy aside from an email saying I'd been referred to someone else.
The pellet with the poisons in the Vessel with the Pessel, the Chalice from the Palace has the brew that is true...
I was having issues with my 54 month badge awarding two months late... I was supposed to get it near the end of September, but I usually forget. Two weeks ago, I logged in and started receiving that badge on characters. I scratched my head, did the math (because I knew it was too soon for the one I usually get in December), and realized that I should have gotten it in September.
I do wonder if the Vigilant badge messed things up... I will be really really ticked if my other vet badges are late as well.

My 30 month's veteran reward is about week late for now. My billing history is ok and I have not any breaks after my last veteran badge. Is there any persons actually work in support or is that option just for fun? I have sent couple of messages to support and not getting any answers.
