The Fab is the best place outdoors. There might be some instanced missions that are better, though.

Level 9? Good luck with that.
If you want plenty of PPs check out Pither's arc through Ouroboros, it's good stuff for Crey.
Any mission with Crey spawned for 8 will do. There's a mission from Mako's arc that's full of PPs

My MM is level 50, and still ain't managed to nail enough of the blue and yellow buggers to get that badge.
I still dislike how nasty the weapons unlock badges are, ESPECIALLY redside. Tommy gun, anyone? Nemesis rifles?

"Escaped" from Operative Grillo set for an 8 man team but with bosses spawning as Lts. is a quick and easy way to get the badge.
Well depending on how good you are.

There is always the option to wait for GR and do Gordon Stacy's mission that is packed with PPs when you become a Rogue or Hero. GR will make various badges too easy to get for the dedicated badge hunter. Weatherman farms will be a thing of the past for those that don't care about staying on one side.
