Super Citizens!
I remember then to be tough, but that tough?
I agree that it sometimes is rather annoying to have to find normal people who prove more problematic then trained super soldiers. Like those Dockworkers in Sharkhead. Shudder.
Two more issues:
1. I use Knockout Blow all the time because with a full Fury bar it INSTANTLY KILLS any singe minion that I use it on. Except a blue con Loyal Citizen... who only loses half their life. These guys are something like two times tougher than any other super powered character.....
2. Anyone else see anything wrong here

Am I nuts or are these Citizens designed to be the ANTI-PLer enemy?

aaaaaanyway...what mission is this (so I can avoid it)?

Now anyone that plays villain side knows about the incomprehensibly invincible Citizens in Mayhem missions. Sure, you can smash a car to pieces with your bare fists, but try to nuke a citizen with a rain of hellfire? Not a scratch!

Anyways, after getting used to that oddity, I've come across another. I'm almost at level 50 with my Brute, and so I decided to run through some Ouroboros content solo but set for 8 people. Even con enemies are the difficulty level I have it set to. I am running through Tesseract's arc (might I add that I LOVE her personality and dialogue, it makes me smile), and I whoop BOTH Miss Liberty AND Ms. Liberty (Remember Kids: violence against women is OKAY as long as they are super-powered!).
Then I get to the mission where you have to "prove yourself" to Lord Recluse, even though I already completed all my patron stories and defeated Recluse in the future where he's presumably more powerful than in the past, and he has already called me his equal.... anyways. So I'm pounding on his minions Calamity, Wrath, Sleepy, Happy, Dopey... and all of their ambushes in between. I get wiped out the first time that I am surprised by the ambush but after that, no problem. I beat the mission.
No sweat so far, right?
Then I get to the next mission. Hey, lookie there, after facing two legendary heroes and the worst that Recluse has to offer, I now get to go after Marchand and his band of...
Wait, who's that cute little girl in knee-high socks and her buddies that look like normal people? I can't attack them, they're normal! That's not right! Plus they are conning BLUE to me! They look so cute, I wanna pet them. Hey wait, that guys got an Uzi..... all of them have Uzis... alright, let's get down to business, time to whoop some "Loyal Citizen" tail!
What's this? They are tearing me apart with their Uzis. Okay, fine. I go to the hospital, stop by Sears and Mender Roebuck to pick up some inspirations, head back in. I pop two purples, 25% Defense plus Willpower FTW! I then pounce them. And they SHRED me again.
FTW became WTF.
I then go to the hospital again. Stock up again on supplies. Now I pop FOUR, that's right, FOUR purple inspirations..... that's 50% Defense well over the soft cap. And these "normal" citizens are STILL hitting me.
I faced Recluse's worst, and TWO heroes that could NOT hit through TWO purples but once in a while, and these "normal" citizens from the PAST have some sort of super vision and accuracy and tear right through 50% Defense?
Wow.
Moral of the story: They really DON'T "make them like they used to".
