Judging from the thread title, I thought this was going to be a discussion about what to do when you get a Rock when trick-or-treating. Oh Well.

Yes I've seen this conversation actually happen in the Abyss during a Hamidon Raid at the end of the final bloom.
Brute: This one time I had Hamidon cornered in a rock quarry.
Random Person: What happened?
Brute: *uses temp rock power and throws the rock at Hamidon* I THREW A ROCK AT HIM!
Random Person: Dude did you really just use the halloween temp rock on Hamidon?

Basically you toggle them on and you look like a particular NPC - Paragon Protector, Freakshow Tank, Carnie Harlequin, Scrapyarder, etc. They have a two-week REAL TIME duration, so two weeks from now, that power will go away.|

There are badges for collecting the costumes as well.
As for Eochai and Jack in Irons fighting in Croatoa, that is a zone event that is an ongoing aspect of Croatoa, and is not limited to Halloween. Basically they are giant monster spawns along the same lines as the Kraken of Perez Park or Babbage in Boomtown.
Edited to add: Oh, and as for the Titan Network ( www.cohtitan.com ) TonyV said there were DNS issues but that they are now resolved.

No, they're a 0 end cost toggle.

FYI, you can also look up powers that you don't have. Just type something like [Dry Heave] in chat. You do need the square brackets and, yes, that's a real power in the game.
