Yes, that seems likely, doesn't it? They simply can't be bothered.

Perhaps it is because you are clogging the bug report queue with unnecessary and excessive reports over a small (but yes, highly annoying) issue.

Oh, I'm sorry, were you looking for help? It looked to me like you were just implying absurd explanations for the fact that your pet-peeve bug hasn't been fixed yet, most likely - in the grand Internet tradition - by way of looking for a fight. My mistake!

This is caused by the server shards (zones) having different Server times. They are all supposed to be on UT, but sometimes after maintenance you'll find some have reverted to the server's zone time (Eastern or Pacific time for example).
When you zone, the game thinks you've been offline for the time difference, detoggles your powers as if you've been offline for that amount of time and even gives Patrol XP.
When I notice it I send in a petition with the "technical issue" button checked, and include the server times of the 2 zones (use /servertime to get the values) so the GM's can adjust the server's clocks.
(Note, I use /petition to get the GM's attention, not a /bug as those go to the game developers.)

Despite that, I'll answer your question, mostly for anyone else who has this same problem, and would like to know the answer.

Is there a cure? No. But there is a quick fix. Binds. Or Macros, whichever you prefer.

Say you've got a Stone Tanker, and you want to have Mud Pots, and Rock Armor running 24/7. You can set up a bind that will toggle those powers on. Like so.

/bind t "powexec_toggleon Mud Pots$$powexec_toggleon Rock Armor"

So then, whenever you hit "t" then those powers will toggle on. If they're already toggled on, then nothing will happen. Of course you can change "t" to any other button. If you don't know the names of some of the keys like for your numpad, http://wiki.cohtitan.com/wiki/List_of_Key_Names . So when you zone just hit the key you bind, and there you go.

Note: I've not actually tried combining multiple toggles into a single bind, so for the sake of animations/activation times on toggles, you may not be able to combine multiple toggles, or some might mesh together where others don't. If not, then you could set up multiple binds for each of your toggles. Best suggestion is to use the Numpad keys, but use what works best for you.

A single bind works, however they don't all turn on with a single keypress. You need to press the key once for each toggle and it will turn them on in order. Still ends up being quicker and easier than each button on a toolbar though.

This happened a few issues ago as well and they did fix it so I am sure they will again given enough time. It's a new issue there are always bugs that crop up.
