Sadly, it's Scrapper and Tanker only. My DA brute would KILL for this power.

Would like? Yes.
Though my DM/Elec and Claws/Elec Brutes wouldn't take it if it was available, i can think of many builds that would benefit.

Yes, you can slot a second Performance Shifter proc into it.

In fact, given the numbers are kinda low, Physical Perfection is the perfect extra proc mule.

My Spines/Dark scrapper is a lot smoother now that he's physically perfect.
