That is probably part of it. But at the same time I don't think it's the only reason. A lot of people (myself included) will slot level 50s simply because they are the "best" irregardless of the added cost or the fact that it means a lack of set bonuses when exemping down.
I think it's mental, too. I team with a guy a pretty good bit and when he seen i was farming 49's he ******* the whole time that he was getting level 49 recipe drops. lol. Then 5 minutes later he got a purp drop. I was like, SEE, that 1 drop is worth more than 50 level 49 OR 50 drops. (50 maybe exagarrated, but you know what i mean)
