Do they even have laws there - apart from the "Recluse is boss" law?

Law 1) If you can do it and get away with it, you can do it. If you get caught, you're on your own. This includes crimes against Arachnos.
Law 2) Attacking an Arbiter is equal to an assault on Lord Recluse himself, so don't do it unless you think you're bad enough to take on Recluse.
Law 3) By the same token, the Arbiter's speak with Recluse's voice, so do what they say unless you think you're tough enough to tell Recluse to shove off.
Everything else is really more of a suggestion, with incentives offered for going a long with the plan.

Well there is that long line of people trying to get residency in Grandville.
Non super powered citizens are never robbed in the open in broad daylight either.
And we don't have force fields locking us in.

1) I think they're just there to listen to Recluse's badass propaganda speech.
2) That's because we break into their homes to rob them. That's right, we make house calls.
3) There are War Walls, but they are just way out at sea.

True, but a criminal is someone that breaks the laws, whether that law is evil or not has no bearing on someones status as a criminal.
So my Villain having never broken any laws in the Rogue Isles, is not a criminal. Evil, yes. A bad guy yes, but a criminal never(as far as Rogue Isles go).
