I'll buck the trend of the "late starts at 40" crowd and say 38.
Many tier-9 powers are powerful enough to transform gameplay, so the availability of the secondary's T-9 defines late-game for me.
That's also the place where I grow bored and start a new build. Late game usually loses my interest.

You're not in the late game until you're level 50. There's a whole other half (Or more) of a toon's career ahead of them at that point.
Early-game:
Early-early-game: 1-5
Mid-early-game: 5-14
Late-early-game: 14-20
Mid-game:
Early-mid-game: 20-22
Mid-mid-game: 22-30
Late-mid-game: 30-35
Late-game:
Early-late-game: 35-39
Mid-late-game: 39-45
Late-late-game: 45-50

35 is when stuff like RWZ and Cimerora unlock, opening up the majority rest of the world. Pre-Stamina tends to be more of a chore these days, especially on endurance heavy alts. At least for me.
Still, once they DO get Stamina, then the whoopass begins

I think I'll agree, late-game is 38-49. Endgame is 50.
It's all just semantics though.
