Yes there are. see the thread at the top of the list called AE Anonymous
AE Anon is a good channel to find teams, etc.
Also...if you go away from Atlas, more people are running actual missions.

I just got Statesman's Pal the other day with a somewhat rotating team of 8. It went very well.

As someone who has PL'd like a fiend in the past (back when I wanted some PvP toons) even I find AP to be a joke now. That and lolPUGfarmz.
