If somebody has a thread that's to take place on a particular server, whether it's because there's going to be in-game events associated with it or they want it to involve particular characters or for any other reason, then it's up to the OP of that thread to note that fact. If it doesn't say anything about "This thread is Unionverse" or whatever-verse then I personally would think it's fine to bring in any of my characters.
Which is actually kinda freeing for me. I often sort of wanted to bring in Defiant characters to EU forum RP but didn't feel like it was appropriate. That's partly why Ibuprofen is now on both servers.
But it really doesn't need a big fuss about it. If you don't think the thread is appropriate for your characters, don't bring them into it.

Plus, our open RP's are not designated to one server. I have a team that I write together in thread, the Fenris Project and his Handler. They aren't even on the same server. What does it matter anyway? I can't log on as both at the same time.
There is no correlation between any of our threads and any server for us.
But if you do want to get into one of the NA threads it seems like it would be a lot easier for you to just create a character for it specifically. That way you don't have to worry about any of the points you have brought up. That is, if you do want to. If you don't, then this thread is kind of moot point since we know you only want people in your threads who can participate in Union server events. I have no problem with that. Those are your threads, people who want in have to play by your rules.
So really, the only possible problems (aside from people occassionally wandering into your thread) are when you try to join ours. Because you see threads as tied to servers (which ours aren't) which are different universes (which some people on the Na side say too but I don't personally go with) and our characters wouldn't know the history of each other's characters (which why should they in a city FULL of heroes and FULL of villains?). Yup. New character would solve all that.
Well then sorry, I didn't mean to. In the OP I asked the question simply because it concerns us all. Otherwise I'd not have bothered.

Tell me, in RP, how often do past events actually come up? Especially with new plots and things? That's the kind of thing that only comes up (rarely) in social events, and how often are forum RP threads purely social events?
If it's something that's relevant to the RP thread, then mention it in your post, otherwise just get on with the thread.

Anyway I did jump into one of your Union RPs created a new character right there in the Forum (Death Row) as free lost named Dreg. Now I can't join server Rp because I'm NA server so I didn't bother with making him in game.
Then I started thinking about how his powers worked was he a mind controller a blaster or what? So I did make him Ingame on Virtue under the name Dreg of Boomtown a Psy/mind Blaster. After playing for a time I figure his powers have a flaw of being to powerful due to his blaster nature he can't really control the amount of force he delivers.
So in the Forum he tries to open a window lock using telepathy and destroys the window. He had no desire to just happened because of how I was playing him on the server.
Understanding that you EU players like to mix things up I did offer, on the other tread we were talking RP on, that one of the EU players could make him there and we collaborate via PMs. This would be like two writers working on the same book.
Now it seems nothing happening on the Death Row Forum so I'm bummed out. So I jumped Dreg a few weeks ahead and now posted a RP Tread based in Boomtown his home. He remembers what happened in Death row, well as much as his writer knows about that is.
In the Paragon University I have two characters that were Forum story spawned as well. Selandra and Brigit Mooncatcher a pair of Cabal witches.
Now at first I didn't know if they end up being Heroes or Villains so I didn't really have a reason to make them Ingame. But I needed to Rp a bit to hammer out the personality of both. Me and Rebel made the sisters on virtue both being Electrical/Storm Corruptors.
We both hammered out the personalities of the Cabal sisters where Selandra was a more nutty gun-ho blast anything till it's dead and smoking type and Brigit was more controlled thinking of plans and plots.
In game I did an outfit of Selandra in a skimpy outfit with a very short skirt and barely notice undies. Pure Guy mentality I flew her around and looked up the skirt. Then I changed the costume to blue jeans. In Forum I had the Skirt show up she flashed a bunch of Football players and in an upcoming post she will be flying in the blue jeans outfit.
As time went on in the Forum it became clear that the Sisters would at least play the parts of Heroes (there is still a chance they turn if it's to the Cabal advantage, lucky this if it does happen it could be fixed with the new expansion or I would have to remake them again!). So Me and Rebel Deleted the Villain versions and made them into Heroes. Brigit became an Electrical/storm Defender but Selandra being more gun-ho kill all became a Blaster to suit her personality.
All three examples I given would never have been born if it wasn't for the Forum spawns. Now that it seems Death Row not active anymore I still be playing Dreg of Boomtown. Just the other day he was talking ingame to an ex Hellion of his time in the Forum Death row.
So the events he faced in the Forums did affect the Character In game. Just like the Kingpin having Aunt May shot in Amazing Spiderman Triggered the Back in Black story line that affected every Spiderman book. Even thought not every book followed the same story of Spidy tracking down the Kingpin.
That is how I see the Forum/server setup. Events in the Forum happen to the characters In game just not at the same time.
That's the kind of thing that only comes up (rarely) in social events

Otherwise, I generally agree, though I've seen reactions to events in 'action' situations which only make sense if you know the character's backstory. That said, it is something which doesn't come up that often.

Yeah, I for one was never saying they don't happen at all. Just, to me it seems redundant to have one story on a forum thread and then the same story ingame.

Not that I terribly like Forum RP (believe I said so), but the general mechanism I employ to involve the forums in server RP is to have asynchronous events happen on the forum, and then hold in-game events where the action is happening at a faster pace.
e.g.
I like running fairly heavy 'detective' plots. So, there may be events posted to the forum which garner attention and interested parties. A bit of forum RP happens as people post their reactions to (for example) a mysterious murder.
There may then be an in-game event where the interested parties meet up and discuss things face-to-face. I'll often run the event via one of my characters, so it's a chance to pass on information more directly and interactvely.
Investigation takes place, often Internet research, laboratory work, street bashing. Not exactly exciting in-game, but works fine in a Forum environment. This is mixed in with in-game events as something immediate comes up and our heroes raid a Troll hangout or whatever. Finally, there will usually be an in-game showdown where the villain is exposed and generally shown the error of his murderous ways.
One long plot, but the events are split between forum and game as appropriate for the kind of event. No copying.

See that - and by 'that' I mean this thread and its corrolaries - is why I don't participate in forum mass-RP. Well, and my inability and disinclination to read a wall of text (or, should I say, a complete maze of little walls?).
Honestly, for me, everything that's been written down regarding my characters is "canon" or perhaps events inherently important with a lasting significance and implication. Certain variants of RP in game, on the other hand, are substantially more mutable. I do not precisely see my main going out to clear Clockwork warehouses, or, indeed, robbing banks on a free Sunday.
But this is merely an aside.
Personally, perhaps because of my penchant not to involve myself with large, multiplayer threads, I find it a pity that the Unionverse stories and characters will be kept completely separate. What sense does it make to add in new blood - or, I suppose, to fuse together two bodies - if they on the whole choose to ignore each other? No one benefits and we all retain the disadvantages we had previously, while at the same time gaining more confusion and chaos.

Aye, I kinda want to play the specific universe characters I made, I'm a little attached to them and thier universe, which is why I think I'm not really a fan of all this bluring the line things, but again it's just me, don't mind me!
Bah, alternate universes are nothing new. My main hero teams up with his alternate selves all the time.
So, just to clarify, the divides go like this:
Unionverse - only EU players on the same server allowed.
Virtueverse - everybody allowed, Unionverse continuity optional.
Openverse - everybody allowed, continuity in general is SOL.
Now on to the important matters.
