When you buy the Science pack and have it applied to your account, you get all the goodies: costume pieces, emotes, costume change emotes, and 'temp' power (in this case the 'power' associated with the science pack is the ability to change body models). So, get the science pack ($9.99), and you can do what your buddy does.

Or perhaps he's not the only one using that account. Maybe a parent added it.
Maybe he's bugged, like the early vet rewards and non-bought booster packs? One of my accounts had the cyborg pack for a while and I didn't buy it.

It really shouldn't be that puzzling. Some people only read as far as they wish. Well...most people.
Some people just buy stuff without reading labels/information too.

To answer the highlighted question, how to change your body type.
First make sure you bought and applied the Science super booster code to your account.
Second, goto any tailor shop.
Third, find the cosmetic surgeon located in the back of the tailor shop.
Forth, Enjoy! (Note: Changing your hieght or body type is expensive. Luckly, they accept free tailor tokens!)
Additional note: The tailor in Pocket-D can also provide this service!
