CoV Collectors pre-order spiffs?

Considering they were meant to be pre-order special items, probably not. If you can get your hands on an unused preorder code, you can still use it I believe.

I got lucky the other day and found an used preorder code at a salvation army for 5 dollars

A bit of confusion here. The City of Villains Collector's Edition was not a Preorder product to the best of my knowledge.
The City of Villains Collector's Edition did include the Arachnos Symbol.
Activate/Upgrade account with a CoV Collector's Edition retail code.
But per ParagonWiki: The 30 Month Veteran Reward also unlocks an Arachnos chest symbol, but it was changed in appearance to not match the paid-for bonus.
The COV Collector's Edition Cape was only available in the Collector's Edition. It has not been made available via any other source at this time. There is a cape available as part of the Arachnos Soldier, but I don't remember if it is different from the Collector's Edition Cape, but I think it is.
The only Villain Preorder costume pieces are the Helmets which are part of a Veteran's Reward now.

The COH Collectors Edition was available for a limited time as they got rid of their stock of the CE. (Known as the "Hero gear kit," it included Prestige Power Slide, VIP badge and the Cape of Four Winds.) It aslo came witha PvP comic and a little Statesman heroclix figure.
The COV CE had multiple heroclix, in game cape and arachnos symbol (it fades to a different color, versus having an outline in the vet reward version) Destined One (I believe only if you have VIP,) and some other out-of-game extras (art book, CCG cards.)
All preorder items are now available as vet rewards.
I highly doubt you'll see the Collectors Edition stuff for five bucks.

Ghost Widow's flight stand is broken, Black Scorpion is broken off the base, Lord Recluse's legs are all bent out of shape, and Positron's right arm has come off. But I feel kinda guilty when I get mad about it because it was all done by the neighbor's... um... "mentally deficient" kid during a party.

Damnit, I said I was sorry! How many times are you gonna yell at me for it?
That was fast! I ordered a copy of COV Collector's Edition from Amazon.com yesterday morning and got it this afternoon!
Edit: I just checked, they only have two left at $9.99.

I like it when I stand around with the Arachnos cape and people ask how I got it.
Heya, NCSoft people and Paragon Studio Devs, are the Arachnos Cape and Arachnos chest emblem ever going to be available for a $5 purchase through the store?
I've just never seen that come up and be announced.
