No. Triage beacon also gives regen to your team. Some of us do team with our MMs y'know 
Ok make it like every other heal in the game select and click. No reason it has to be just for your henchys.

Hmm, a targeted 'moderate' regen/recovery buff power is a neat idea that hasn't really been implemented yet(while aside from things like Adrenalin boost, but that's huge buff and long timer) and would solve the 'portability' issues of the power. It may never be implemented, but Nice idea though.
It's already seen as "okay" as it's a clone to spirit tree.

I wouldn't mind if they added a +recovery component to TB. Speaking of which if you add a Numina's proc to it will it go off on you and others or does it just have a chance to go off when you set the device up?

Miracle/Numina uniques only grant the global +recovery to you.

The only change I would recommend is switching the places of Triage Beacon and Acid Mortar in the lineup. Acid Mortar is immediately useful to the MM with little slotting and one of the key powers of the set; Triage Beacon is more optional and really requires heavy slotting (which usually isn't available until much later in a build because of priorities) to bring it up to reasonable effectiveness.
Putting a power that becomes a forced choice at level four, and that won't be useful until much later, is a poor arrangement for the player.
