It is better to ask forgiveness than permission.
I think it might just be a pet buff or two - she's a MM demon summoner, so the Hellfire Whip might just be to buff them - like it makes them angry, so they get increased damage, or something similar.

I don't know if everyone has heard this or not. One of the questions asked of Positron during the City of Heroes panel at SDCC was if we were about to see new weapon sets such as the bo staff or whips.
The answer was that if you are a fan of a whips power set, you will be very happy with the powers that Desdemona brings to the table. I don't know if that means they will be tied to the demon summoning primary like dual pistols were to thugs. Then again, dual pistols are now scheduled to be a blaster primary, so whips may be multi use. I hope they re do the Archvillain Dominatrix, in any case.
