As a sensible answer to the OP, the devs have said that virtually all powerset will be proliferated eventually.
So yes, blasters will eventualy get dark blast.

That'll work won't it. I can imagine it now. Two stone tankers facing each other across the plains each wielding a little itty bitty pistol. They take it in turns to fire and watch the bullets bounce off their foes armour. Great fun...

omg I Hope one day blasters will take Dark Blast
After the time controllers got plant control from dominators an idea came up. I had just read some patch notes then, saying : " plant control fits perfectly to controller" and I said "in that case why Blasters can't take Dark Blast?"
Imagine Blasters taking Dark Blast. It would be so awesome to add this set to blasters and this will shake pvp a little bit. I know that blasters have earned more attention from other archetypes with the latest patches but it will be awesome. oh well I hope one day this will happen . . .
