Funniest storyline/arc in game?
You could always write one your self once I#13 comes out
Pretty much all four arcs of Vernon Von Grun are so humorously narrated that I had to keep a paramedic on standby
...also the cut scene on the last mission on Viridian's arc = priceless
Funniest 2 cutscenes
Frosty's where he freezes the minion
and Dr.Aeon's Complete cockup

N.B. If you are going to do smt, please do it or GTFO and STFU nab
Television. Any of its arcs but especially Video Killed the Radio.
So I need to fight a tiny radio to complete the mission? Ok... I can do that.
Oh and books are bad for you.
Just about all the villain missions are more humerous than the hero ones. About all we get are the in-jokes, and most of those are in the radio missions.
Disclaimer: The above may be humerous, or at least may be an attempt at humour. Try reading it that way.

Old Vern was the one that sprang to my mind when I read the OP as well; "Laugh with me! Muahahahahahaaaah"
There's also a Rikti contact in Grandville who's mission dialogue tickles me as well. Even his evil manic laughter is suitably Rikti-ised; "Muah: Hah: Hah Haah!"
@SteelRat; @SteelRat2
"Angelina my love, I'm a genius!"
"Of course you are darling, that's why I married you. Physically, you're rather unattractive"

Villains definately get more humour in their arcs than heroes do, and it's more evident in the Grandville contacts than anywhere else - Von Grun and Television especially.
I found The Radio quite funny at first, but it got old after a while. I can only take so many shouts of 'Radioooooooooo!'.

All we hear is Radio ga ga
Radio blah blah
Radio what's new?
Radio, someone still loves you!
I keep putting on that song by queen whenever i do radio contact in port oakes

Doc Buzzsaw is pretty funny. Her dialogue when she gives you missions and after missions is simply brillantly hilarious

I totaly agree. Doc Buzzsaw is my favorite contact on CoV. I have 2 charactors based around t3h S00p4rFr34k.
Really fun and interesting contact with a tough EB/AV.
The opening cut scene in the Zig was funny in CoV... I'm a trained professional and I...
as is the Frostie cut scene. (as mentioned above)
The Skulls and the Hellions also have their moments of dialogue
And the estate Agent in Faultline... trying to flog some brand new apartments in a zone that's only just been rebuilt after massive earthquakes and with loads of Lost and Vazhilok roaming the streets... that's Ironic
Thelonious Monk
Must admit I too did love the 'Kill the Radio' mission - I stalked my way through the mission looking for the boss - saw the radio and laughed my socks off! Being cunning though i sent a pet Night Widow in to attack while I hid in the shadows. After she got pwned I went a fetched attistance
Golden-Phoenix - Lvl 50 Fire/Fire Tank
Oodja Nikabolokov - Lvl 50 SS/WP Brute
Baby-Phoenix - Lvl 50 Peacebringer
How much wood would a woodchuck chuck if a woodchuck could Chuck Norris?
Villains just have funnier contacts, apart from the Detectives you go to for radio/Safeguard missions. I still remember my sheer stunned amazement when Detective Frazenbacker introduced himself the first time I went to the new Faultline.
Aside from that, a TV, a radio, a gold car... You get taught about the Black Market by the university janitor... There's nothing like that on the hero side, though Penelope Yin does come close.

The Television always makes me chuckle, so well done
"Well, they found my diary today.
They were appropriately appalled
at the discovery of the eight victims
They're now putting it all together.
Women wrapped in silk
with one leg missing
Eight legs, one body, silk,
spider, brilliant!"

This reminds me of a certain Boss in MGS4: GotP.
***SPOILERS!***
Willy Wheeler was rather funny. Not only is he blind to the fact that he's hired a Longbow Spy, he is also following said Spy's orders.

Vernon Von Grun. No contest.
Television's missions.
Everything about them is brilliant. From the descriptions in the mission briefs to the mission itself, but there are more than a few comic moments in both and as such TV is my all-time favourite contact.
Characters:
The Heroic Mary Grace (50)
The Mystical Thunderspark (50)
The Candy-loving Little Jenny (50)
Hmm, not reached the Television on villains yet, I'll make sure to look out for them then
We built this city on Rock and Roll!
There's often comic books out there with our fave superheroes and villains that are designed to be humerous, the DeMatteis and Giffen run of the JLI/JLE era for instance, or most things featuring the Joker
I was wondering, are there any arcs designed to be like that in our fave game? The only one I can think of is the crazy scientist one at the beginning of Cov (around lvl 5ish, can't remember the name of the scientist, sorry )
Any others out there? If not, we need to get War Witch writing a few more
