Um, is this for PvE or PvP? from the look of it i'd assume PvP.
Just a few issues re: slotting
Only one slot in blind? but so many in swift, stamina, fly, superior invis and the rez? Set bonuses are nice but personally I wouldn't sacrifice buffs on powers that are essential by pouring slots into the nonessential ones (just personal taste). For PvP i'd prolly want more tohits in forge - your ally buffs are going to be your main selling point there.
I'd also really want spectral terror, fabulous little power in PvP, and cheap on slots too.

Yeah thought about that, but i won't be using any offensive/Damaging powers... Pure buffs and heals, and ofcourse the two major debuffs at 35 + 38, Otherwise i'm looking for a tough survivable healer...

Why illusion out of interest ?
Given that you are missing all the core powers of Illusion except SI ( no pets or deceive for starters ) wouldn't it be better to look at a different primary for your concept?
Also, unless you really are prepared to pay the vasts sums of inf to get the LOTG's and numina's, perhaps it would be better to design around cheaper sets and see if you still like the bonuses where they are.
Personal opinion, I don't think it's a build you will end up being happy with.

I like fly on a buffer for hovering above the battle and healing... TP is for recall friend + the chance i get hit with -fly it's a perfect escape.

Skip tp for spectral terror? It's a good tool with fear aura and st fear. My pvp experience is limited but i learn with each faceplant. The ability to slot both hold and sleep in blind is also valuable.
And perhaps skip fighting pool for leadership?
For PVP this would be an absolutely terrible build. I don't think that's what the OP is after.
I did something similar with an Ill/Emp.
Using Illusions Superior Invisibility to move around unseen while healing, against most mobs you wont pull any aggro.
The only change I might make is to use the leadership pool for additional team buffs instead of the fighting pool which you shouldn't really need.

I made a build based upon what you said, usually i would go for the SS+SJ combo but you want fly+tp so i used those powers instead. Also i would normally make a buffer build like this with Phase shift in but seeing as you mostly hang in sirens you wont really fit phase shift in there without either dropping some of the powers from the other pools and i think you will need the other pools abit more, afterall you can always use ethereal shift from WW if you find you do need a phase shift but with TP i think you should be able to get out of any danger fast.
I did put some purple sets in the build but they arent really the expensive ones, its the Lotg and health uniques that will drain your funds .
Reason i put sleep set in the hold and not the hold set is because its very cheap to buy and you wont really be relying on your hold much anyway if you want to be a pure buffer.

I think that's a far superior build IMHO.
A couple of things to throw in the air for discussion.
I would suggest contagious confusion instead of one of the other purples in deceive. Great when that hits against MM's.
It would have been nice to fit in hasten somewhere, but I can't see how on a quick glance.
I like that PA is in there. Yes, it's slightly against the original build ethos but will save your team more than once.
I believe that Gametes' build would be really quite handy in zonal team pvp.

Ok issues witht he build:
- Very few hit points.PvP is all about hp first.You need a lot more +hp sets which in this build are easy to get and really cheap through titanium coatings in shields.
- Movement. The build REALLY doesnt suit buffer.Fly and teleport are major no no's for pvp for buffers.You need quick mobility and unsupressed movement due to healing/buffing and to be able keep up with team.
SS+SJ+CJ+Hurdle is the ONLY way for buffers/healers.
- Forge is underslotted for what it offers.Its like slotting fortitude only with sets.
- Weave and any kind of defense is awful for pvp with the bright exception of VEATS's. Lose weave and some 6 slotting i see for gaining defense.
- Lose tough too is a waste with high hp and heals + epic shield.
- Recall friend has no point really in PvP zones.
- Thaw needs slotting imho for some res at least i slot it that way.
- Leadership pool is a must + vengeance uber sweet.
- Phantom army is great for pvp hinders noob targeters taking them ages to spike called targets.
Thats all i can think for now.Good luck with the build.

**MAX HP**
I assume heals are worked out at the % of the casters HP, so in every Res power I add 3 Titanium and 3 of that other IO that gives +hp I should hit 57%Res mod and gain 3% Max Hp per power...Definatley want the Freedom Phalanx Reserve, does anyone know what lvl 50 standard HP is for a troller and what the cap is ?
**TRAVEL**
Changed build to CJ+SJ / Hasten+SS for obvious reasons.
**DEFENSE+RESIST**
Dropped Weave although i would still like tough as the Res capped with Epic shield would be nice, especially how in PvP Healers become prime targets.
**FORGE+THAW**
If i 6 slot each I can gain more Hp from Thaw being able to accept Res IO's (+3%Hp) As for Forge will probably go with 3 ToHitt 2 Recharge 1 +Perc
**DOWNFALLS**
Mez will be an Issue, I will carry 25 Bf's but regardless i hate being Mezzed.
Endurance, had issues up to now but ill put that down to fly, hope the change helps.
**PROGRESS**
Last night i managed to get from 28 to 33, still fun and I wanna get to 50 asap... Due to a connection issue at home I have been unable to Dual log and Farm it myself so It has been old fashioned way up to 28 but had some recent help from Nutty Imp Man and Fiery Spark which I would like to thank.

Personally I wouldn't ever get tough or weave on an empath or a thermal, you have a Healing Aura every 2.5 seconds or so, this is more than plenty coupled with an epic shield to keep you alive, Tough isn't needed.
you're better of slotting for fire resistance via bonuses or more +hp
Go with phase over tough, phase is a life saver.

+perc is pointless as its a buff for yourself, and as a buffer you wouldnt really need perc. Id slot Forge with either 5x Adjusted Targeting or 4x Gausians+1rech IO. Adjusted if you want bit more rech, gausians for +hp and +recov

IW is mez res, and can easily be brought down to 120sec rech. And you can only carry 20bfs not 25
