What im trying to do is to show that, although it has been loong discussed in US forums bout nerfing domination and all that stuff, It is REALLY REALLY unique to hit it, and even impossible with some set combination...
In fact, I would be really surprised if there would be anyone else answering this thread posting 'yeah, im another permadominator'...
Again, dont count with buffs like SB or AM guys...

Btw, Im not so sure this is sooo extended in US servers, since it requires lot of infamy (and growing up the ammount each day), and push a dominator to high lvls (earlies 40s, maybe before).
And also, u need to have a good timing, coz when u push hasten when it is available u still will have a short 1-2 secs window to press domination again, and its easy u be stuck in an animation power when that window goes by... I feel like the rage crash when domination icon is blinking

I had stacked domination for around 15 seconds, when I had sb!
My build ain't finished either, still need a few LOTG's, and only lvl 46.
My build is already finished, so even u still will not be considered
And i use to play in RWZ for the simple reason that Rikties Guards can buff me if they are confused (and they use to be )... I love when i enter in the room, confuse a Guard, and go out with all mobs defeated, full of health and buffed with AM and some bubbles on me (in fact, a guard can stack the bubble on u several times)... Thats really awesome...
But again, i can stay in domination without any buffs, just with my powers and my global rech bonus.

I have to say some builds have made compromises for Domination. I'd be happy with the recharge being 90 secs - the action time of domination + the longest action time of any taken power which on my Fire/Fire would be: 90 secs - 1.17 secs - 3 secs = 85.83secs.

True, golden girl, i have permadomination, but I had to pick some powers to place the sets for the rech... Yeah, it is hard, but well, it is a little payment for the glory...
Since im at work, ill try to explain my build. If u want the build further explained i will go at home to the builder and will post it, but i think this will be enough.
I will make a list of powers with number of slots, powersets and how much global recharge they give.
7.5% recharge bonus
1. Combat jumping (3 slotted), 1 LotG IO, 1 karma KB protection, 1 stealth
6.25% recharge bonus
1. Mezmerize (5 slotted) call of sandman set
2. Dominate (6 slotted) decimation (BU unique IO) set
3. Confuse (5 slotted) malaise set
4. Terrify (5 slotted) glimpse set
5. Mass Confuse (5 slotted) malaise set
5% recharge bonus
1. Ice sword (5 slotted) crushing impact set
2. Greater Ice sword(6 slotted) crushing impact set
3. Aid other (5 slotted) doctored wounds set
4. Aid self (5 slotted) doctored wounds set
5. Health (5 slotted) harmonized heal (regen unique IO) set
3.75% recharge bonus
1. Ice bolt(5 slotted) tempered swiftness (not sure if this is the name) set
2. Ice blast (5 slotted) tempered swiftness (not sure if this is the name) set
TOTAL RECHARGE: 5x6.25% + 5x5% + 2x3.75% + 7.5% = 71.25%
Add hasten 3 slotted with IOs and ull have a downtime to 1-2 secs before nxt activation... Not much, but enough if u are used to. Also, u have to activate hasten ASAP.
Hope this is enough, if u need further info dont care bout asking it.

You could always 6 slot Hasten to shave off a few more seconds.

I have heard bout that, but I feel like a little wasting-slots proccess, and this build is already very tigh to waste more slots...

My fire/psy has 95% +Recharge from sets and I can stack domination easily for 10 seconds. Hasten is 3 seconds off perma too.
Duration = 90 Seconds
Recharge Time = 75.5s
Cast Time = 1.17s

P.S. The_DefUser, what lvl did u obtain permadom? i can only manage a build in my late 40s
P.S.S to anyone who cant afford a luck of the gambler but happens to have a snipe you can 5 slot it with sting of the manticore which will give you 7.5 recharge

I have a decent ammount of inf (around 16-20 mil)
im still selling high value IOs when i get them from the cap SF which im managing to do almost every nite
and since i dont need to buy a LOTG rech (thank goodness the snipe is usful for something other then pulling 
)
and most of my set bonueses are coming from chaep IOs like red fortune, stuperfy, doctored wounds etc i should be set for permadom in the late 40s
About 40% on my Ice/Psi, haven't digged onto the LoTG yet

I just managed to get all my decimations, posi blasts and entropics tonite after a bit of patients and waiting (still leaving me with more then 10 mill).
I bought the cheaper IOs (red fortune, doctored wounds etc) with other toons so a simple transfer is all i need to get them
I still need to buy sting of the manticore and last time i calculated all together the set will cost less then a mill
and after all that im siting on 63% rech. still trying to figure where im gonna get that last bit without getting a LOTG
(im really against getting one because of its stupid high price) im planning on getting the 1 hour base empowerment if i fail to get the requiered rech
P.S has anyone managed to get permadom without a LOTG rech?
