Yeah it is possible. Without LOTGs, was toying around with an Ice/Psi build that I think got down to around 89 seconds. And I got pretty close on Plant/Thorns, without going into Pools. Could probably push that further by going into pools etc.
Haven't really followed it up though because I wasn't too keen on how dilute the build became and the way the performance started to look like adding up. It all seemed to come at expense that looked a bit too distasteful for all the glory of having perma Domination. Certainly a LOT of big powers in the builds were looking like having a looong downtime by taking sets and losing recharge that the overall sets bonus just wouldn't touch near replacing and that just seems to undermine the point.
Sure with LOTGs it'd be great. Otherwise I'm happy with the next closest result, and still packing a lot of punch and no stalling for key elements to pop back up or bereaving my loss in rate of damage etc.
Is perma Domination going to benefit builds that have a really big reduced damage output from swapping out to different sets, like slows over damage? Or have very slow recharge to their primaries. Surely there's a point where a non-perma Dom' build is going to keep pace with, or even actually out pace a perma Dom' build that's given up a lot to achieve that? Not sure, but interested.

Probably one of these guys who thinks that, 6 slotting hasten will make it recharge loads faster than with 3.
To get domination 'PERMA' it doesn't just invole having a recharge time under 90 seconds. That's all well and good but when hasten is down you ain't gonna get it perma dom. You need to work it so you add the downtime on hasten onto the recharge of dom, so then you can stack dom, and keep your domination bar full. Yeah I just woke up and that probably makes no sense.

firstly, soz me I have been out of forums for a week, but tnx a lot for ur responses and add-ons to this thread.
Okay, lets start answering other comments:
Shanon: Yeah, i meant 1-2 secs downtime while the domination button is available and u hit it, u have to consider the animation time and if u are stuck in another animation power... I have missed sometimes the clicky and I just have to fill the bar again, but not a problem as i did it all the lvls before...
To the sniper comments: U really dont need a LotG, but u need (IMHO) to have 5 powers with 5% and 5 powers with 6.25% recharge... Those alone will get u close to permadomination (like 56% global rech), and u just have to grabb some powers to hit it... But it isnt necesary LotG if u have a snipe.
BUT, in /ice assault there isnt a snipe, so no point in thinkin this way... Anyways, u could get 2 melee powers, and with health and medicine pool u will get the 5 powers with 5%. Then if u have mind/ primary, u can have 5 powers easyly to put the 6.25% sets (easyly, gabbing mezmerize, mass hypnosis, confuse, terrify and mass confuse), and they are cheap enough to handle them.
The main problem i think is to have enough slots in your build to spare, and that will only be possible in earlies 40s... In my experience, i started with permadomination in lvl43.
The maths are literally easy... Aproximately, u will need to have 12 powers 5-slotted (watch out my previous link), so thats a total 48 slots required, plus 2 more in hasten. That means u have to hit lvl 42 to have the enough slots to spare, and that means also u dont have any other slots in the other powers u have (that will leave out the single target hold, that is painfull and its ur bread and butter power).
If u have the enough money to buy 5xLotG I think you could hit permadomination earlier, but u should have all of them and that is a lot of money (not even consideer it without a main to get the infamy this build needs).
So yeah, resuming, its only for high lvl builds.
Anyways, my little permaDooM is actually in lvl48 and trying to hit lvl50 to respec him for a permaDoomM pvp build

Howdy all i managed to hit perma dom today at lvl 46 without using a luck of the gambler in my build. Was a very big headache sorting it out cause i had no idea where to get the proper hero builder till earlier today hehe.
So it is possible to get it without luck of the gambler but needs alot of working out. As my sig says a grav/psi dom...now of to torture some poor sod's muhahaha.
