Kind of... 'strange' slotting, to say the least.

Ok where to start.....

Level 2: Rest -- Heal-I:50(A), Heal-I:50(23), Heal-I:50(23), Heal-I:50(25)

Never slot rest. waste of slots considering that you are a blaster and with health+stamina (or aid self), it very rarely gets used.

Level 49: Body Armor -- ResDam(A), ResDam(50), ResDam(50), ResDam(50)

I am in no way an expert on this mastery set, but experience tells me that the max times you should slot damage resistance in any power is 3, as after that ED just makes it useless.

Level 22: Stamina -- EndMod-I:50(A), EndMod-I:50(33)

I'd take 3 lvl 45 or 50 IO's in this.

Level 16: Swift -- Flight-I:50(A), Run-I:50(29), Run-I:50(29), Run-I:50(31)

You do in no way need all these run slots... and why did you slot flight speed when you don't even have fly!?

Level 1: Sprint -- Jump-I:50(A), Run-I:50(19), EndRdx-I:50(19), Run-I:50(21), Run-I:50(21)

5 SLOTTED SPRINT!? Please.... i wouldn't reccomend it as Swift/Super Speed is there if you want to go faster. You're throwing away precious slots on things that will not do you any favours in combat.

I'll leave the elec/elec powers uncriticised for another player, I deal with energy.

ummm correct me if im wrong . . . . but isnt level 24 power whirlwind IMPOSSIBLE to get without the level 26 power superspeed?
slotting wise, if i was you i would only slot travel/inherit powers *swift, rest etc* when you have a free slot since all it does is reduce downtime by a couple of seconds, barely worth it imo when you could be enhancing your dmg output.

He had flurry and hasten before that, so it's all possible Just need 2 powers from the pool to unlock the 4th power in the set (and be lvl 20 of course).

A great tactic is making flurry miss which causes your opponent to laugh so hard you can pwn them

As already suggested, drop Maneuvers for Provoke. You could then probably shave a slot or two off that and put them to Brawl, which is lacking the OOMPH.

+ Nuke, Blasts, Blapps, End Drain, AoEs? Check. All properly % slotted.
+ No Aid Self? Nope, but it has plenty of control. Also has over 200% regen.
+ Knockback protection? Check, Mag 8. Also has some Mez resistance.
+ Good Set bonuses? Accuracy and Recharge. Check.

Is it what I'd roll? Nope, but it's effective.

Two ranged holds, three AoEs, two ST blasts, 3 Blapps and the Nuke. Ability to fully end drain a mob quickly and keep it drained. Full Invisibility. Good +recovery. What it can't end drain it can blap or hold. Can function from range or up close. AoE or single target. Apart from a few uniques it's also fairly cheap to make.

Elec/Elec also goes fairly well with LRM since you effectively have two ranged nukes (plus Ball Lightning) along with both Aim and Build up. You can also use one CaB + Power Sink after your nuke for a full end bar.

I fail to see how this is a "worse build than the OP"... Heck if it had Aid Self, I'd play it!
