It revives multiple allies close to you, its a resurrect. They're all restored fully with full health and end and no stun.
It needs at least one foe to hit off but will hit any mobs close to him too. They'll become stunned (Mag 2 I think so only minions really) & slowed by it.
Its a well cool power. TP goes well with it for Corpse Recoveries, I've gotten 3 people raised in one shot with it
When I'm soloing I use it as a mez & debuff.

I've managed a few 7 person rezzes with my Dark/Dark corruptor 
Looks very impressive, but has always led to a rapid faceplant for yours truly; the rest of the team's busy retoggling, you've just aggroed whatever's left unstunned from an 8-person spawn, plus the stunned ones will be back soon. And guess who they're angry with...?

Yup, those mass rezzes were quite a sight to behold,over 30 toons rezzed at the same time with Howling Twilight. I'm sure Black Mage felt good at the sight of that, it is one of the reasons I rolled a dark defender.-

Mmm,does Black Hole need slotting? I didn't have it planned on my build but as I have an undecided power at lvl 49, I was thinking of teleport foe, so I can pile up corpses with recall friend, bring a single minion and rez them all with only 1 stunned minion to deal with (hoping everyone will be toggled by the time the rest of the mob will arrive), but now that you mention Black Hole you made me curious and I'd like to consider all options. I have an undecided power at lvl 49 but for sure that power will have to go just with the base slot, that's why I thought of TP foe.-
It does need slotting really. One intangibility in it will let you phase up to +2 bosses I think but then with no acc it might miss...
Mine is slotted with three acc/mezz HOs at the moment and I can remove a whole +3 group from a fight if need be. It's not useful often but I had a free power and the slots.

As far as I know there isn't a cap but I know it can only hit max of 16 targets
Thanks, and am sure one of those piles had more than 20 heroes in it so that makes me think there's no cap.
Could run an interesting test if you could get enough heroes to die in one go to find out. Might mapserver though

AFAIK target caps are only for hostile effects. As a rez is - just like a heal or a buff - a beneficient effect the rez part of Howling Twilight will affect as many toons as you can squeeze into it's area.
If it has eyes, you can blind it, if it has blood, you can make it bleed, if it has a mouth, you can make it scream.
...and seeing as corpses aren't affected by the collision detection rules, that's as many as you can find.
I'd like to see that experiment in action. Especially wenn collision detection rules set in again on a hundred revived toons and force them to spread out like a firework of resurrection.

Hehe. It was more a retorical question, but good to see it livens up the imagination. This experiment would be nice.
