A "FoTM" build in a bad players hands is laughable.
there is no win button and everything has its antithesis.

any heroes build.
Mind/Rad better than a fire/rad or ill/kin I doubt it 
mind rad better than ill kin imo, for duels, and better than fire rad for teams

Buffers are always great in PvP - Empaths, Bubblers, Kins, Sonics but I presume you mean for 1 vs 1 situations. What you want is high single target and/or unresistable bebuffs or both 
(slows, fears, repels, -res, end drain etc) of course theres always something to resist these 'unresistable' but generally they make the difference in pvp
I'd like to add a good Mind/Rad/Primal is almost unbeatable in duels and will own every other troller except maybe a good ice/rad, with their autohit repel (telekinesis) and rad debuffs as well as fears, sleeps, holds, lingering rad (-regen, -recharge, -speed) and self heal that recharges in about 4 seconds
Edit: too many good combos to choise would help a lot if you said which AT you want to play
