It does buff it.
But for the screennumbers, a 0.7 dmg will be shown as a '1' above the mob's head. Add 100% dmg from BU becomes a 1,4 tick, but it still shows a '1' above the mob's head.
Easiest is to find some lvl 1 mobs and try it on them. Ice storm from ice i've tested, that is a 100% confirm boost of damage.

BU & Aim isnt as what it used to, I recomend not taking either, as it lasts as long as an empty slottted hasten at lvl 6 it only lasts for a few seconds nor do I also recommend taking Rain of Fire since that just makes you the bad guy when you have the tanker/scrapper teams =P I did take it but only at the high 40's when you tend not to use it as much even then I still probably would've respeced it out and not missed it 
Yeah, i'm tending to solo a lot, but I want to be a typical Fire blaster for teams. And did you just say *not* to take Aim and BU?

Taking both.. ok some cases maybe overdone if you dont got the powerslots for it, but at any case, get at least 1.
When you party a controller (aoe imm/hold/KD/whatever), RoF is just a awsome power to have. Minor note, the DoT boosted damage only last as long Bu/Aim is running. If Bu/Aim is over but RoF still running, it'll continue at normal damage. (same from ice storm and blizzard).

I have an L33 fire/fire which I solo a lot, I play her as an almost entirely ranged fighter - only B/U and the compulsory tier 1 from /fire. I consider Aim, Build up and RoF all useful, solo or teamed. I see no downside whatsoever to Aim and Build up - quite the reverse, whilst they're not quite 'must haves', taking both once you have a solid attack chain is really handy. Personaly I wouldn't be without them. You have to understand how RoF works to get the most out of it. If you know exactly when to use it and more importantly, if teamed, when to hold back, it can be a great power. Personally I love the way my toon plays, and the fact that all the tanks who know me enjoy playing with me would seem to indicate that I have the RoF thing under control

I beleive your opinion of Aim and BU are somewhat different to the rest of us. I wouldn't dream of dropping Aim or BU on either of my blasters.
Aim and build up is good very good , if its semi or near perma , aim and build up is [censored] if taken too soon at low levels.
Especially if you could have take another main stay power .
If you already taken hasten then aim and build up compliment it , but still its not ideal if you have aim build up and only 2 attacks .... those 9 seconds of combo isn´t worth while with just 2 attacks .
Aim and Build Up is a must for blasters, if slotted with 3 recharge and 3 to-hit buff each you can easily get through defense, a stalker with elude was no match for it. Hasten is also a must for an effective blaster i think too.
I have never had the time to try this out but if i started thunder strike or total focus with aim and bu on, what if by the time they jumped down and hit the person aim and bu had gone, would it do the damage with them on?
If you activat your Thundering strike what ever AoE powers since its now calculated on what was in the area when you click on it , you still benefit from Aim+BU powerbuff , the animation might take longer to accomplish , but the damage is already calculated.
Only thing that cancels it if you die , it seems then the damage is stopped auto .
I'm just saying you can still do better without, I never have it in any of my alternative blasters any more to me tis such a waste of space

But did you go all the way up to 50?
As for the BU/Aim run out before 'execution', i'm not sure about that. Like blizzard/RoF/ice storm, they stop doing the extra damage (from 2-2-2-2 to 1-1-1-1 example) once Bu/Aim run out. Unsure if this aplies also to Snipes and TF, i think i have to do a test on that. Sounds logic it still does the boosted damage, but like snipe, if you do a -res debuff during your 'aiming' part, you snipe will hit with the higher (debuffed) damage. Even DoT powers seem to work this way with a -res debuff during the ticks.

It makes sense as your not doing a single piece of damage, they are individual and continous so once the buffs are gone its like your starting the power anew and therefore the damage is normal.
I have been killed a few times before that final thunder strike can reach the end of the animation, but not many

One Rikti Drone is enough to persuade me that Aim is worth a power pick.
One Tank Smasher is enough to persuade me that Build Up is worth a power pick.
DCUO and CO will never see my money. The Citygame will keep seeing my money for as long as I keep enjoying it

I recently have rolled a Fire blaster, and took RoF, was it me, or was issue 7 supposed to allow BU and Aim to buff such powers, like Blizzard also?
Because it doesn't seem to be increasing the damage of my RoF?
