Just be polite - well, polite-ish, depends on your character, really... - and remember that in character actions have in character consequences .

First of all, welcome aboard.
I think in general while people prefer IC they still go easy with small pieces of OOC. And if there is a way to address the people through for example the team chat there's not even a breach of IC.
Do your best, don't stress, have fun. That's the way to go about it. The last bit being the most important one.

Being an RPer doesn't mean you RP constantly (although there are those around) so don't be scared of running around OOC (Out Of Character) 
But even in IC (In Character) it's fairly standard to sat "Gratz!" ... or rather "(( Gratz! ))" . A friend of mine that's IC almost all the time has it actually bound, so he can gratz someone without taking even a slight break in the fight.
Feel free to stop by GG. Every night at 9pm (10 for us) at the Galaxy Girl statue. (just because it's on every night doesn't mean you have to be there every night )

Welcome to the world of RP! You'll find, I think, that it adds a whole new dimension to the game and has certainly kept me in-game a year longer than I would have.
You may or may not like things like the GG meets. They're intended mostly for the social side of things, a hero's downtime as it were. But it's a very good place to meet other RPers and, though you don't want to join an RP SG, it'll give you contacts for some IC missioning as well!
We have a global chat channel which is completely OOC, called GGOOC. Feel free to join as it helps keep GG in character as much as possible. It IS moderated, but only to the extent of trying to keep swearing down and stopping arguments. Generally anything goes in there...

Welcome TBH I'm always a bit jealous as I see a non-RP'er take their first steps as you can see the fun they have in their face. Some of the old guard tend to still be a bit stuffy at times.

I'd suggest maybe trying some of the social side RP.
All sorts of fun things can happen when characters go out for burgers or shopping, from teenage drama, Tsoo attacks, transmuting burger wrappers into teeth, adoption and more.

okay, i know what it means, but i thought people hardly ever used it.
As for 'lone' characters.
All of my girls are single, yet Star Jewel and Gemstone are the ones that are kinda looking for a boyfriend.
Precious, shy girl, not really looking for attention.
Chibi Jewel, she's 13, too young to be dating.
Dawnshade, not looking...yet.
Lunara, if anyone likes her spicy and sometimes rude attitude...they'll be one of few.
As for Vonk, he's a bit of a womanizer...you know, the 'Johnny Bravo' kinda guy (which i'm not in RL BTW). Tries to hit on girls but usually gets rejected. Yet unlike JB he doesn't use rude comments but tries to be more romantic.

FYI, to show Lunara's spicy attitude, a quote from a story i'm working on.
This scene happens after a fierce battle. Four of the six girls were argueing about what happened during the battle. Lunara is not happy about the situation and takes it out on Precious when they get home. Lunara(Luna) used to be the pet-cat of Precious(Nathalie) so they live together with Star Jewel(Denise) in one appartment.

Well, GG has always been a dating service. Some say that's all it is these days.
Posts which list your characters' dating preferences are not going to dispell the myth that the only that that happens within MMO RP groups is date-matching for cybersex, and it also makes you come across as largely being interested in that 'aspect of the game'.
Just a small point.

Actually, I just started the thread.
The original creator of the GG concept was The_Prize (who's actually back in game *waves*).
In character, 'The Prize', respect and well known hero, called together her fellows to discuss the threat that was the Council. Prize asked for volunteers to go to Striga and "take the fight to the Council", so that's what we did.
However, it seemed such a useful idea to meet up every so often and discuss villainy, cases we were on, etc, that the idea of meeting at the statue became part of heroic culture.
OOC: We had an IC meeting and then a few of us went and kicked butt down the Wolf's Throat. All was going well until we came out in the base and met the missile batteries.

Some of you may know me already, others will probably never even heard of me.
Anyway, i've been around in the world of CoH/V for a year now, and i've been watching the RP community within the game very closely.
I never did much on RP'ing in the game but recently, after creating my X'th alt I decided to make the jump and see what this RP thing is all about.
...and i like it
So, to give you a heads up on my RP situation...
RP Level: newbie
RP Toons:
1. Star Jewel (L50 nrg/nrg blaster)
2. Gemstone (L50 fire/emp controller)
3. Precious (L24 storm/elec defender)
4. Lunara (L14 claws/regen scrapper)
5. Chibi Jewel (L24 PB)
6. Dawnshade (L8 WS)
7. Vonk (L11 fire/nrg blaster)
The first six are connected to each other by a large background story, parts of it as well as detailed info on the toons can be found here.
The 7th one, Vonk, is the in-game representation of the RL me. As such it is easy for me to be myself in-game with this toon. But it's still RP, only with a lot of me in it
...
All my toons are in the SG's forming the 1AT-Coalition on Union, so there's no need to try and invite them to any SGs. The fact remains that only a few people in this coalition RP so I have to look else where to find people that do full RP. Which isn't any problem.
This coalition has been and always will be my home. I've been with them pretty much since i started playing. So every toon I create will automatically join this coalition. No exceptions...
Since i'm still pretty new to the whole RP scene, there's still a few things i'm working on. But I've pretty much got the hang of the important stuff.

Although i do like to keep saying "gratz" and such when ever somebody levels, as i find most people i team with (especially from the 1AT-Coalition on Union) do not RP and would probably find it rude of me not to say gratz. (i'm such a friendly person).
