Unless you are SR or DA, and have the +perception powers in either of those sets, then no, you won't be able to see a hidden and stealthed stalker, just a hidden or stealthed one. You need Tactics and FA to see a hidden and stealthed stalker if you aren't SR or DA.

There will be players who just have hide and not hide and stealth so it still would be worth having though and with stalkers and some brutes having higher defense at times through their lvl32 powers its still a worthy consideration.

You could see a Stalker with Hide,Stealth an Grant(ed) Invisibility (at Stealth cap) at 10 Feet.
Stalker with only Hide and Stealth at 263 feet.
(Numbers for Level 50)
Spyka has tactics and FA running at 50 for RV, it should be invaluable but be aware that FA is a very end hungry power even with 3 end reds in it.

And with at least 2 slotted acc in quills you won't get ASed that much anyway.

Personaly for RV i'm just going to be running FA. Lots of people are running Tactics at the moment for Sirens and Warburg, so I belive there will be enough stacked tactics to build upon my FA to alow me to see most stalkers when I need to see them.

The stealthcap for non-stalkers is much lower - so it's only the stalker with hide + stealth + GI.
Hmmm...that's a fairly limited use for tactics then...
For /SR and /DA with Focussed Senses/Cloak of Darkness + FA - yes.

Isn't there a base perception figure that needs to be factored in too?
THIS posts lists it as 500 feet.
Therefore:
Base perception = 500
focused senses = +300 per
FA = +300 per
Tactics for scrappers = +234
total = +1334
Per cap at lvl 50 = 1153
Meaning you're well above the cap and you can see everyone within 10 feet, regardless of their stealth powers
