Best Hero Power Sets for PvP

Yep, Storm is already a very controllerish set, and is very similar to Stone. Hurricane completely eliminates AStrikes, even if they may get in a long range crit. Steamy mist is a great team defence, and resistance to energyies, and termperature. Tornado is very annoying to anyone it is tossing around and disorienting- it also reduces defence for those pesky Stalkers. Freezing rain is imo one of the best powers in the game when coupled with Snow storm, pretty much a mass immob when slotted, knockdown more than earthquake, and -fly etc for runners. Again, a -defence. o2 boost isn't that good, but it's still a heal!

No your storm troller owns melee class pvp , I think you will find there are specific anti-storm troller builds out there, just ask Talin and Window licker
Storm is an incredibly useful (re annoying ) powerset though and the humiliation I suffered as a brute at TGs hands spawned my PVP specific stalker

storm is one of the wildcards of pvp...it takes a lot to master it and learn how to move and coordinate it with the team. People that think is all push top corners and is easiest thing to do well obviously have no clue are just newbies with know it all attitude. There have been seen a lot of stormies in pvp zones...things were not bright for all mainly exactly because of the fact that storm is a weird set to play in pvp. You end up in multiple roles...hold/slow/debuff which are the usual roles of the controllers as well as protect/escort and cannonball either soft teammates/critical targets or MM pets respectively.
As for stormies owning pvp well they dont its the players behind each set that owns and performs greately no matter what u play. But stormie owns all your melee....oh yes i forgot to say...hurricane is not an exploit so all the pvp newbies stop reporting hurricane as exploit....

Exactly, its the same with my stalker, people think i just run up and AS everything in sight when it REALLY isnt that easy.
Stormies ahve a lot going for them, nigh on invincible melee protection which even a glancing blow debuffs u for several vital seconds, the stealth is a pain too. I respect and fear the good storm trollers out there but that said I have seen quite a few not so good ones get upset as they expect to be invincible, as always it is the player behind the alt making the most of it.
oh and *petitions* TG for using his powers

Anyone who knows how to use his powers. I would wager anything that any really good PvPer could take any build and get an ok PvP result either in teams or solo. Im still gonna make my dominator work in PvP even though they are prolly the weakest AT in PvP.
The best PvE players I have ever seen are PvPers, these guys( if they are any good) think about their build and know to play them. If you take a really good PvPer and tell him to be on your team in PvE your bound to be really impressed about his skill. Real PvPers fight faster and harder than anyone else I have seen. My point is there is no uber I win build, there are just players that make their build shine.
Apart from that trollers are overpowered after epics in both PvE and PvP. Before epics I think they are pretty much ballanced.

The thing is its unlikely for good pvp players to play gimped sets unless they really fancy them. I am playing stalker currently which is consider amongst the weakest combos..nin/nin, i am gonna go in sirens tonight with no SO and see. However i already managed 15 rep points in 30 min in Bloody Bay today while i was on break from xp..

Well, as far as the crowd goes either a Scrapper or a Troller as it seems.
A fair warning, mostly when I get into PvP it usually ends rather badly. Constantly striving for the best archetype and build. IMHO, it's not worth it. Play what's fun for you, and stick with it. As you, yourself say there are other ATs that will put you to the test, heck, even flat-out own you regardless of which AT you play. Better to play with something you enjoy than suffer through agonizing leveling and watching yourself use powers and graphics you can't stand.
And, if you feel very gimped, givet it a good patch or two and the Devs have probably changed around the order of things for ya

But, you know, im getting tired reading things like "its not the build its the player" - "everybody has a chance" etc. Of course, I suspect you do not see the hypocrisy.
Next time I make a new toon Ill take a "gimped" one. The reason PvPers take good builds is to compete with eachother where builds really do matter. But I can take 95% of the people out there with a quite gimped build, I just cant take the other real PvPers.
Here a challenge for you. Find 8 people with pure PvP builds and let em fight the PDs in Warburg. We will take 5-6 people and we wont take our PvPbuilds but just our first lvl 50. These toons arent gimped for PvP but none of the sets can be considered uber if you really know PvP.
Another point, often you can give a uber build like mind / rad to a bad player and he wont beat my ice / nrg. But give a mind / rad to a PvPer and he will beat me 15-0. Powernova has fought many blasters on his fire / storm, Im the only blaster that has beaten him and I beat him without even breaking a sweat because I knew how to do it, most people dont know the game well enough to do it.
Another example, there was a sonic / sonic defender in sirens some days ago. His conclusion was the the build was [censored] for PvP, but the person never saw how big a difference his buffs made when he used them on me. Now the question is did he make a bad build for PvP - No he just didnt understand that his role is as a support toon and not a person who gets the kills. If he had decided to skip most of his attacks and only took support tools, he could have teamed with me and we would have kicked the [censored] out of the others together. You have to know what your build can do and cant. A tank fx. should be on "aggro" control spamming taunt on everything cause only EM tanks(and that lvl 38+) have enough damage to really make a huge difference. This toon will not do well outside teams but in teams he can keep people alive long enough to let his team get kills.
You just have to learn what I can do and cant and when you find out what you can do, be the best at doing just that. PvP works in teams there are only few builds that can solo good. If most villains really knew PvP they would understand that the backbone of teams should be made of corruptors who is by far the best PvP toon from the villain side. Corruptors however needs teams to back em up.

Yeah, I can see how having taken "Sonic Cage", "Disruption Field", "Clarity" and "Sonic Repulsion" instead of the attacks would have increased my own survivability immensely... no, wait - I can't (aside from "Sonic Cage" maybe... but then again not). Paragon Popidol is L22 and you don't get "Sonic Dispersion" until L26.
Besides, she's a (solo) offender build for PvE... taken into PvP during a moment of boredom.

Sonic Dispersion for a defender is lvl 12 mate and sonic Sonic Repulsion is lvl 18. Clarity is lvl 26, so I didnt expect to have this one, but it would have been cool cause I could see stalkers that way. Defenders cant survive on their own in PvP, the team provides protection.

read a bit between the lines there mate.. its not all player or all build. What the point is, is that even bad builds CAN be good in pvp, if you got a good pvper. Its what mr statesman calls "balancing".. which as we all know doesnt really shine in PvE, but in PvP where its all a game of rock-paper-scissors, any build can be good.
Of course there are still better builds than others, and if the 2 people/teams with equally good PvP experience battle each other, the one with a better build/builds wins.
There are just 4 distinctive cases:
bad pvper + bad build (bp/bb)
good pvper + bad build (gp/bb)
bad pvper + good build (bp/gb)
good pvper + good build (gp/gb)
In my opinion from what I've seen thusfar in the pvp zones its:
gp/gb > gp/bb > bp/gp > bp/bb
Of course this is my personal opinion, as I seen good builds being creamed by "bad" builds but whom I know as good pvpers.
So if you read a bit between the lines we dont say its ALL about the player and NOTHING about the build, you got it wrong. Its just a bit of a gray area, where both build AND skill affect the victor of a match.

what nefarious says fully expresses me and is more clear since my english is not good enough to explain like he does. I am not absolut to what i say but regarding pvp its indeed a gray area

What is even bigger factor here is the factor teaming. Consider the fact that the really good pvpers on Defiant at least are teamed together is the essence of what goes on. The fact that we team all together makes it overpowered cause its a team with good players already..so the builds complete each other anyway.Even if we play with bad builds and not our specific level 50 pvp builds we still overperform as a team. Thats not cause of build is because of skill. When i step in PvP zone i rarely team with anyone except the regular people i team cause they are the only ones i know that will play in the best way possible and fully cooperate and work as a team cause they all know what they do individually as well as in team context and thats the essence of pvping. To know what you can do how to do it and how to bestly support the ones teaming with you and having common goal.

hiya there...
im a newb and played pvp now and i really like it! we gad sum great fights with sum villains last night.
but why do we get tossed back to lvl 30 ? im a 34 now and wen i go sirens call i lose my dull pain because of that!
but from what ive seen in pvp is that it really doesnt matter what kinda heroe you are, but more how you play your cards...
i actually killed sum villains with my scrapper yesterday[they didnt like that and started huntin me!! with a group]
sum tank almost killed me 2x by using tp foe on me and hit me hard! but i managed to SJ out every time. on the other hand i killed a controller 2x [cause im resilent to a lotta things and a teamie froze him hahahah] so my advise is just get in there and have sum major fun!!! it really doesnt matter imho.

think of it as weight classes.. its just to make it a bit fairer by letting people have an equal amount of powers to use. Of course higher lvls still have the slotting advantage. It wouldnt exactly be fair if you wouldnt get exemped to a certain lvl.
Imagine some new villain, just hit 15 and want a test run in bloody bay. He stays lvl 15 and in the meantime a lvl 50 hero thinks he'll have some fun in PvP as well. So, he too, goes to bloody bay. Well, call me crazy but I doubt a 50 vs a 15 really is a good fight is it?
Hence you all get sked/exemped to the same lvl so you dont have lvl differences, power/hp wise. The higher lvl will still have more slots and so his moves are still more powerful. However with this setup the weaker one still has a chance to fight back. If you still wanna have dull pain, go to warburg where you got kicked to 38.
