Fraud prevention. They only allow 3 purchases per 24 hour period to prevent them from handing out a cartload of game codes to people who aren't actually legitimately paying for them and would then probably do something untoward with them, like using the new accounts as disposable spambots.
It should have let you buy more than one, though, as far as I know, so either they've changed it (dramatically) or something else is up.

Yeah they only let me buy one. 
Again the credit card I'm using is definitely valid and has more than enough money on it. Is there anywhere else that sells them besides the PlayNC store?
this happened to me about a month ago. I tried to buy all the Packs at once and it wouldnt let me buy more then 1. You have to get in touch with Ncsoft and tell them that this is happening. After they see the problem they will fix it.
Just be patience and you will get them.
oh yah i got all the packs in about 2 days time

I'm pretty sure it's one transaction per 24 hour period and has been that way for a long time, if not since the policy was first instituted.

I used my credit card on account #1, then used the same card on account #2 through my Paypal account.

The limit is one transaction per day for each credit card. I've puchased multiple boosters in one day by using two different cards.

No, Healix is saying two payments through PayPal, which then bills the credit card. The payments were one each on two different accounts, so technically, there's only been one charge to each account.
The problem either comes by with multiple attempts to use a credit card, or multiple charges to a single game account. Either one sets of the "whoa, partner!" flag and you'll have to wait a day.
Talk to customer service, though, actually phone them up, and you can get it figured out if you just can't wait. I understand, really... Certain Ebay items for my car or motorcycle I pull the trigger really really fast, 'cause I want it NAO!

The last time I used my credit card to buy two of them on the same day (I was able to,) my credit card issuer called me to make sure there was no fraud going on. I switched to paypal after that.

At one point I paid for 5 accounts (2 of them are EU accounts) all with the same card. I can buy one booster on all three of the US accounts that I pay for(2 of which are on the same master account), all with the same card, in the same day one after the other. I also make my card the "card on file" with the amount limit set. I only ever had an issue when I first went to pay for my EU account for the first time. I had to contact customer support and get them to fix it so I could pay for the account. Now, I haven't bothered to try getting the science booster for my US accounts yet, so if they changed something since the magic boosters, I'd have no idea of it.
The Online Store has some kinda Risk Manangement policy and once you trigger it, you have to either contact them (which they will or will not be able to help you) or wait for it to fall off.
The In-Game store is a lot more forgiving. It allows for faster service and multiple purchases. Boggles my mind why they don't offer the perks on the in-game store.
There's also a spending limit per account but all 3 packs dont come up to the $100 daily limit or whatever it is.

Firstly, read Healix's post again. That is NOT what it says.
Secondly, different accounts is irrelevant. It has to do with using the same card at NCSoft's online store. It doesn't matter how many accounts are involved.

Unless it's changed very recently, this is incorrect. I made three purchases using one credit card and one master account all in the same day several weeks after the magic booster came out. I wanted to make four, but it stopped me at three, and I was able to make the fourth the next day.

Interesting. There would seem to be different restrictions. Some people couldn't even do two transactions while others can do more.

Catwhoorg stated that they had bought three of the Science Booster packs the same day but couldn't buy the fourth due to the account restrictions.
For those having trouble buying more than 1: Have you double checked to see what the spending limit is set at on your PlayNC account?
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I was told that the NCSoft Store has some form of Risk Management. The OP probably triggered it, not sure where he's connecting from. When I was stateside I had zero issues, now the store is like a lottery for me. I just have to try daily when trying to get the new perks. Multiple Visas and paypal.
See, that's why I keep saying they should include a combined pack that has everything in it. There ARE people who want to buy everything, but buying each pack one by one is, apparently, a big problem.

To read the structure:
Used credit card on Acct1
*comma* (indicates change of idea/thought/etc.)
Used same credit card on Acct2 through PayPal.
So, two different accounts, using two different methods of payment. The first directly with the credit card, the second directly via PayPal.
Of course, I'm not a mind reader, so structure and grammar are quite important when posting things. It's easily determined how I could be mistaken if the structure is flawed. No offense to you, Healix. If it were worded, for example, like this:
"I used my credit card via PayPal on two accounts, no issues."
or
"I did two transactions, one on one account, one on another, using the same credit card via PayPal."
Then that would be exactly as you wish it to be... and may have been exactly what happened.

This part: "The first directly with the credit card, the second directly via PayPal." is what I was basing my comments on. This is not the same as "two payments through PayPal", which you posted previously.

I am sorry if I wasn't more clear, so perhaps I can clarify. I directly used my card on acount #1 (It is on file for that account.). Then I opened my PayPal account to purchase the pack for account #2 and used the same card. ( The card is not listed on file for this account, as I have always used the time cards to pay the monthly fee.) The second transaction went through without a hitch or delay.

Okay, so I finally got paid and wanted to add all those awesome fun little booster packs to my game. Well it let me buy one and then it wouldn't let me buy anymore. Money isn't the issue. I've googled and searched and it seems there's a limit? Anyone know what this is or if there's a way to get these other boosters?
Sorry for my frustration but I don't see the problem. I have the money, money they'd be getting from me, the card is very valid so I guess I need some help here.
