It's been forever since I looked... but from what I remember from, oh, the 80s or so -
The hood look - no. We don't really have a nice, "drape-y" full head hood. And the cowls and such just don't do anything close to the same.
The helmet - Probably more doable.
The undercover, rather cheesy beret and moustache from his time in Springfield (IIRC) - Doable, but about as evil as a glass of iced lemonade in summer.
If he has other looks (other than the *bizzare* figure for the new movie I've seen posted - which, frankly, I don't know why anyone would want to get close to) I'm not aware of them.
All that said, please be aware that copying (or getting very close to) signature looks is very much frowned upon, and should someone see it in game and report it, you may end up in grey generic tights or whatever they switch it to. Especially with some buzz (I won't say hype) regarding the movie.

Oh I am very much aware of that. This particular thread was more of a thought experiment about it than anything. If a costume got really close, I would probably alter colors and such before I'd use it, just to be safe.
Also, I had gotten to the same conclusion you had. What helmet do you suppose would be closest?

What if you took a half-helmet, then put the full faceshield in, then used the samurai details set to the same color for primary and secondary?
Umm ... I've got a screenshot someone made of a Cobra Commander look alike ... I'll see if I can find where it was posted. I think the in Screenshot thread.
When I first got this game, I made a ton of alts based on GI Joe characters in the costume creator.
Never really played them, what with the copyright infringement and all.
Cobra Commander (Cold Slither) was a bit tougher. It was the helmeted version, I think I used the blast bot helmet. Also, the chest was the retro jacket with cobra symbol. The pants were tuxedo, so I can get the red stripe down the leg. Not bad, but the helmet was kinda lacking.
Zartan (Swamp Chameleon) came out best, pretty easy to make, especially with the blue skin for Color Changing Effect.
Destro (Lord McCullen) and Baroness (Lady DeCobray) were also pretty easy. I've actually seen several of these homage toons in and around the Rogue Isles.
Dreadnoks (Torchnok, Rippernok, Buzzernok) were fun to make and the likeness was actually pretty easy to achieve.
The Joes were the easiest of all to make, Snake Eyes, Duke, Rock and Roll, Roadblock, etc. They ended up all looking pretty close, I think.
I don't think I ever took screenies of them, though. I might still have the costume files saved, so I can take a look next time I'm on.

Due to the EXTREMELY likely nature of getting genericed for making a Cobra Commander clone, I wouldn't suggest trying for duplicating colors or exact looks.
This is my "hooded" version of Arachnos Commander (who was very loosely based on Cobra Commander.)

This is as close as I would attempt at making Cobra Commander, though it is possible to make him look almost exact.

I recently created a character that is somewhat Cobra Commander-esque and I was trying to make a costume as close to his as possible. Eventually, I abandoned the effort, and just made something that I thought looked pretty good. I called him Ophidius and he is a Technology Corruptor with Rad/Traps (may be re-rolled as a Dual Pistols/Traps or /Rad when that powerset comes to be).
And so comes the question: just how close of a costume can one make to approximate any of Cobra Commander's signature looks? (Afterall he will indeed need to have alternate costumes
