Question for IO'd Shield "final builds"
No the shield defense T9 is resistance so I think it's good to have.
it boosts hp (and thus regen rate) as well as resistance and endurance recovery. It's not bad to have around.
I am an ebil markeeter and will steal your moneiz ...correction stole your moneiz. I support keeping the poor down because it is impossible to make moneiz in this game.

I skipped it and opted for fighting pool instead. I also skipped it on my electric/shield brute. It doesn't gimp you if you skip it, especially if you're soft capped or close to it.
Not a bad power to have, but not a must have.
I used it for a steadfast mule on my shields character, and it's nice to have available when you're in a tough fight.

OwtS was my level 49 pick on my SD/mace tanker and will also be my level 49 pick on my DM/SD scrapper. If leveling is a pain I may take it sooner and then respec into it at 49.

I'm a level 47 DM/SD scrapper. I never took it and don't really have any problems without it. I'm not built around taking down AVs, but I do regularly solo on Unyielding and faceplants are pretty rare.

I think the power holds more merit for less expensive builds but for a completely IO's build (as per your question) , no. I opted to pass on it. I didn't feel it added much and I needed the extra endurance management that Conserve Power brings to the table instead. One With the Shield didn't help enough in that area due to it's crash.

Really? Are you not planning on going deep into a Mastery pool? Every Shield character I plan finds me swapping slots and powers. But I am not trying to kite out everything in Purple, either, which could be the issue.
11 months of all-nighters, messy feeding sessions, bath fighting and realizing just how good my son's lungs work, and I am still convinced he is the crowning accomplishment in my life. What in the blue HFIL is wrong with me?
I skipped it. I can see the rationale for taking it, but I didn't want to give up anything else just to have it for those rare occasions.

Hmmm, looks like I'm not taking an Epic at all. Wonder how I plan to manage endurance without Conserve Power. I need to take a closer look at the build now that I'm level 49.85 and getting close to decision making time. Looks like "only" two purple sets, both in attacks.

Just wondering. I was using Dark Consumption and One with the Shield to help with my endurance issues. I was also trying to get the +End proc in Siphon Life, but that is going to take some time for me.
Also, I do not have a lot of set bonuses for recharge or Hasten in my build (I pretty much stumbled into the 25% that comes with five 5%s), but what I noticed is that OwtS has a better uptime than Conserve Power for me (120/360 unslotted versus 90/300 slotted). If you are rocking purples or need the drastic reduction instead of the moderately improved recovery (and Resistance and Mez Protection), CP might be the better draw.
