the Devs have said that it will be an expansion. so unlike the issues you will have to purchase it.

But didn't they make the release of CoV into an issue as well? "Along Came a Spider," I believe. Is it conceivable that they'd make the Going Rogue release into an issue as well?

You're correct. City of Villains launched together with Issue 6, 'Along Came a Spider'. A lot of folks think this means Going Rogue is likely to launch alongside an Issue as well, possibly Issue 17.
But there's some who believe it'll be launched without an accompanying Issue.
There's even a few folks who insist that Positron's statement that Issue 16 is not 'Going Rogue' doesn't mean anything, since strictly speaking Issue 6 wasn't 'City of Villains' either - Issue 6 was 'Along Came a Spider'.
Right now, we don't know. Your guess is as good as mine.

"Going Rogue" itself, will not be an issue, but there will obviously be added content to coincide with the expansion release. It's the added content alone that will be "Issue #".
I believe that Positron saying something like "Issue 16 is not Going rogue" only means that just because I16 is released and added to our client.. doesn't mean you can "Go Rogue". You'd still have to buy it!
The news and webpage regarding Going Rogue references an i16 mailing list, and for all we know, Going Rogue may still coincide with that issue number.. but there are no guarantees.
Everyone's client will have to have the same information in the game. Otherwise any new powersets or costumes added with an expansion or booster pack wouldn't be able to be seen by other people playing, like if someone was in Atlas Park with the hypothetical new powerset dual pistols, anyone who didn't have Going Rogue content in their client wouldn't be able to see you use your powers because they wouldn't have the needed graphics data for it.
So whenever Going Rogue comes out, an issue will come out with it that will include all of the new content for Going Rogue. In order to access certain aspects of it, like new powersets and costume pieces and zones, for one of your characters to use you'll have to apply the Going Rogue expansion code to the account that character is on. The only way they could have different content on each client was if Going Rogue was a completely separate game with no cross over whatsoever with the current CoH and CoV content, which would make switching sides VERY difficult to implement.
Not to mention if Going Rogue includes co-op zones or Task Forces, or PvP zones or mini-games, it will *have to* be released with an accompanying Issue in order to give those without the expansion access to the new content, just like Issue 6 did for the new PvP zones when City of Villains was released.
City of Villains was not Issue 6, but Issue 6 included City of Villains which those who bought the expanshalone had access to.

They could always just randomly everyone to download a massively huge patch mid-issue, and not call it an issue

All the Going Rogue content will be downloaded (or installed, if you have it on disc) by all players, but only the accounts that buy the expansion will be flagged to be able to use the exclusive content, I think. That's generally how expansions work anyway.

I saw a post in the dev digest about issue 16 from posi letting us know that I16 was not going rogue. What issue is it going to be then?
