[Haste] (not [Hasten]) does increase runspeed and flyspeed.
But that's not really a power, it's a temporary buff you may or may not receive by defeating one of the 4 large Labs on Crey maps.

It will boost the recharge rate by 70%.
Since the recharge rate is 0.0s and since hasten reduces recharge time by 70%, the total recharge time will be down to 0.0s.
